- Sources Sought Announcement Notice Lingo 4G Software 26 April 2017 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. This sources sought is issued solely for market research purposes and does not constitute a solicitation. Responses to this notice will not be returned. Respondents will not be notified of the result of the review. If a formal solicitation is released, it will be via the Federal Business Opportunities (http://www.fbo.gov). The Government shall not reimburse the costs of preparing responses to this request for information. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. The Department of Defense (DoD), Washington Headquarters Services (WHS), is performing market research to determine the availability, interest and capability of potential Small Businesses under NAICS Code 511210 -Software publishers to provide Lingo 4G software license for integration on GRAPH TM database server in support of the Defense Technical Information Center (DTIC). This requirement is for Lingo 4G software license for integration on GRAPH TM database server. GRAPH TM requires a web service capability to organize collections of text documents into clearly-labeled hierarchical thematic folders in real-time and without external knowledge bases. They also require both automated and guided text mining, analysis, and visualization of unstructured document fields, free text, and similar documents. The capability will allow the users to perform analysis and visualizations on the text and metadata of grant proposals, to identify and analyze significant relationships and trends in the DoD research portfolio and in comparison to those of other U.S. Government agencies, and to help formulate strategic guidance for research investments which meet key DoD knowledge and capability gaps.
