Description
DISCLOSURE: This notice is for informational planning purposes only for a Pre-Solicitation Meeting. No Request for Proposals (RFP) or Request for Quotes (RFQ) are available at this time. This notice does not constitute a commitment by the Government to issue an RFP, RFQ, contract, or order; nor should it be construed as a commitment by the Government for any actual procurement of any goods or services. This is not a Request for Information (RFI) and no capabilities statements are being solicited. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with participating in this Pre-Solicitation Meeting are solely at the expense of the participating parties. 1. PURPOSE 1.1 The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA), National Continuity Programs (NCP) will host a Pre-Solicitation Meeting on May 17, 2017 from 8:00 am -12:00 pm at the Mt. Weather Emergency Operations Center (MWEOC) Facility at Mt. Weather, VA. 1.2 The purpose of this event is to provide industry with relevant information about the National Continuity Program (NCP) organizational structure, mission priorities, and upcoming contract opportunities, in advance of several upcoming competitive Task Orders for the NCP program. It is FEMA's intent to share current information about the NCP program in order to stimulate competition and facilitate teaming arrangements within the contractor community. In support of Procurement Integrity and fairness to all prospective offerors, no opportunity will be provided for contractors to meet individually with NCP or contracting staff during this meeting because FEMA is actively involved in the procurement process for several upcoming requirements. Likewise, contractors should not attempt to meet individually with NCP program personnel following the meeting. 1.3 Attendance at this meeting is limited to contractors with Top Secret Facility Clearances, as such clearances are generally required in order to support the NCP program. Individual clearances are not required for contractor personnel to attend the meeting, as the information to be discussed will be unclassified. 2. MEETING DETAILS AND REGISTRATION 2.1 Event Date & Time: May 17, 2017; 8:00 am - 12:00 pm 2.2 Location: Mt. Weather Emergency Operations Center (MWEOC) 19844 Blue Ridge Mountain Rd Mt. Weather, VA 20135. 2.3 Clearances: Only contractors possessing a Top Secret Facility Clearance will be allowed to participate. In order to demonstrate that a prospective offeror has an active TS Facility Clearance, participants must provide a copy of their Industrial Security Facilities Database (ISFD) facility verification when registering to attend this meeting. 2.4 Limited Space: Space for this meeting is limited to 100 contractor participants. Because of space limitations, participation is limited to a maximum of two (2) representatives per company. 2.5 Registration: Registration will be on a first-come, first-served basis, until meeting capacity is reached. Individuals wishing to register for the event must submit a copy of their company's ISFD clearance verification and participant names and email addresses to Andrea.Greene@fema.dhs.gov by May 8, 2017. Contractor personnel requesting to attend will then be required to submit an access form prior to the event, and must pass an NCIC background check in order to attend. No one will be permitted to attend without confirmation of advance registration. Additional information on accessing the facility and location of the meeting location will be provided by the Contract Specialist upon registration. 2.6 Questions: Participants may submit questions in advance that they would like for the NCP staff to address in the meeting. The identity of those submitting questions will not be shared in the meeting. Please submit questions by May 10, 2017 to Andrea.Greene@fema.dhs.gov.
