Description
This is a SOURCES SOUGHT announcement. This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. The Fleet Logistics Center, San Diego (FLCSD) is conducting a market survey to determine the interest and capability of Industry to participate in a competitive acquisition of Dive Maintenance and Hull Cleaning services to support Commander Navy Region Southwest (CNRSW), Port Operations, San Diego, California. The Government intends to set-aside this acquisition to small businesses. As a result, the Government is performing market research in order to determine if small businesses possess the capability to execute the requirements within this acquisition. Respondents need to indicate all small business designations. Interested business firms who meet the capability requirements identified in this notice are requested to reply to this notice with a response. Based upon small business responses received, consideration will be given to defining what part of the acquisition, if any, will be set-aside for small business competition. The work will be accomplished under a Firm Fixed-Price (FFP) Requirements contract type. The contract term will be a base period with a potential of four one-year option periods. The NAICS code is 336611, Ship Building and Repairing, and the small business size standard is 1,000. PROJECT INFORMATION: The contractor shall provide underwater dive services to include underwater hull cleaning and inspection services in support of to CNRSW Port Operations required executing the CNRSW mission. SUBMISSION REQUIREMENTS Interested contractors are to submit the following information: company name, address, point of contact, telephone number, e-mail address; DUNS, and information regarding your company ™s experience in performing Food Service Contracts as the prime contractor in the last five years identifying: contracting agency, contract number, title, place of performance, years of performance, and value of contract per year. Interested firms should submit a document which furnishes information describing relevant demonstrated experience and qualifications in the following format: The submissions should be Times New Roman, font size 12 and should not exceed five (5) one-sided, 8 X 11 pages in Microsoft Word or PDF format to the contract specialist via email to: anastasia.pentzakoff@navy.mil. Submissions must be received via email no later than 3:00 PM Pacific Standard Time on Wednesday, 10 May, 2017. THIS is NOT a REQUEST for a PROPOSAL. ===================================================== DRAFT Performance Work Statement for Dive Maintenance and Hull Cleaning to Support Commander Navy Region Southwest (CNRSW), Port Operations, San Diego, California 1.INTRODUCTION: The contractor shall provide underwater dive services to include underwater hull cleaning and inspection services in support of to CNRSW Port Operations required executing the CNRSW mission. 2.BACKGROUND: CNRSW conducting 24/7 waterborne security operations is required to maintain a fleet of eleven (11) non-trailerable Harbor Security Boats (HSB) and waterborne Barrier Handling Boats (BHB). These boats, operating in saltwater, require regular underwater hull cleaning, inspections and minor repairs for: limiting the amount of sea growth adhering to steel and aluminum hulls, inspecting and replacing zincs ™ (galvanic protection), inspecting under water drive and steering systems and removing foreign debris that may be interfering with applicable underwater systems. Sea growth and other foreign material causes material damage, metal fatigue, corrosion and erosion which significantly reduce the life expectancy of the vessel, increase ongoing maintenance and repair costs and diminishes performance. 3.SCOPE: This PWS specifies the tasks to be performed, deliverables to be provided and performance objectives to be met in support of CNRSW Port Operations. The contractor shall provide underwater dive services to include cleaning, inspection and minor repair services in support of CNRSW Port Operations maintenance. 4.CONTRACTING OFFICER REPRESENTATIVE: The COR for this effort is (to be added at the time of award). 5.REQUIREMENTS: Underwater hull cleaning, inspections and repairs of ten (10) waterborne security barrier handling and work boats located at Naval Base Coronado, Naval Base San Diego and Naval Base Point Loma. Services include: 1)Cleaning shall consist of underwater surfaces and shall include soft scrub to hard scrubbing depending on the needs of the vessel. 2)Contractor shall replace all underwater zincs quarterly or as needed when zinc exceeds 50% deterioration. Zincs will be provided by the Government. 3)The hull cleaning/inspection will be conducted on a monthly basis as designated by government representative. 4)Contractor shall use śBest Methods ť standards of the industry in minimize environmental damage and limit the amount of bottom paint disrupted through the process. 5)Contractor shall check with the Regional Maintenance Manager or designated representative upon arrival at the job site for a listing of vessels requiring bottom cleaning and or zinc replacement services. 6)Contractor shall provide a hull inspection maintenance report to the Regional Maintenance Manager or designated representative for each vessel cleaned. Note: Due to regular unrelated maintenance and operational commitments only 5 boats are to be cleaned monthly. 7) Contractor shall provide emergency underwater inspections or repairs within 24 hours in the event of underwater propulsion or steering failures or irregularities. This includes but is not limited to inspecting and, or repairing fouled screw, or jet drives, underwater hull, and associated systems damage, etc. 8)Boats to be serviced: VESSELQUANTITYLENGTHLOCATION Modutech Push Boat130 ™NBSD Chucks Boat and Drive Tug139 ™NBPL Chucks Boat and Drive Tug219 ™NBPL Chucks Boat and Drive Tug325 ™NBSD Modutech Tug225 ™NBCOR Oregon Iron Works Push Boat150 ™NBCOR Note: Location of each vessel is subject to change from base to base due to maintenance and operational commitments. Historical maintenance data (annually): Total 192 hours (24 eight hour work days) for Hull Cleaning services, Total 48 hours for dive services. Contractor qualifications: 1)Contractor shall furnish all diving tools, material, labor, equipment, supervision and transportation necessary to provide monthly or as needed boat bottom cleaning of various types and quantities of boats. 2)Contractor shall meet all OSHA standards and any other applicable local and federal diving requirements. 3)Contractor shall maintain a phone system with a message center for the duration of any resultant contract. 4)Contractor shall perform service during regular working hours from 0730-1600 Monday through Friday, but not on federal holidays, except during emergencies.
