Page 2 of 4 Dear Valued Vendors: RFQ VA797N-14-Q-0011 Amendment A00002 is hereby issued to extend the FPR due date to Friday May 5, 2017. Please review vendor questions and VISN 2 answers listed below. Amendment A00002: The National Acquisition Center (NAC) has concluded discussions with all companies for Request for Proposal (RFQ) VA797N-14-Q-0011. The purpose of this RFQ is to establish a single supply source, for a VISN-Wide PACS for VISN 2. The Department of Veteran Affairs is providing opportunity to all offerors to resubmit a Final Proposal Revision (FPR) by issuance of amendment A00002 thru FBO. Please review the offered pricing in your pricing proposal and resubmit your Final Proposal Revision (FPR) due NLT on or before May 5, 2017 at 3:00 pm CST. In the FPR you may make corrections to your offer and provide any clarifications, provide a technical refresh of your quotes or modify your pricing only. All offers that failed to price all sites as requested per amendment A00001 will be disqualified. If you decide not to submit a FPR, please notify the undersigned of no change in writing. The Contracting Officer intends to make award without further discussion. FPR are due via email to marlon.powell@va.gov using the previously attached word spreadsheet SF 1449 convert the spreadsheet to and PDF submit NLT May 5, 2017 at 3:00pm CST. QUESTION: Will we be responsible for the archive? ANSWER: Yes, the vendor is responsible for the archive. QUESTION: Will VISN 2 require a VNA or is Cardiology only Archive (SAN storage) acceptable? ANSWER: A Cardiology only Archive Storage Area Network (SAN) is required. QUESTION: As a point of clarification, in the ADD: (2.4.1.2) p.16. Are the VISN Bronx primary and Albany secondary Central Archives existing archives? ANSWER: The vendor will provide the primary and secondary Central Archives. QUESTION: Or is the vendor being asked to provide the primary and secondary Central Archives? ANSWER: The answer to this question is the same as answer for question 3. QUESTION: Number of years projected future storage required? Total Number of TB s? ANSWER: 2.4.1.1 a minimum of five (5) years (5 TB) of studies shall be stored on-line at the facility, and 20 years (32 TB) at the Central archive Server. The system can grow, by adding storage at the central location. QUESTION: Is the Secondary used for redundancy? ANSWER: Yes, Secondary Server for redundancy. QUESTION: Is all the Migrated data to be stored on Archive? Total number of TB s ANSWER: 2.4.1.3 The Central Server archive shall have enough capacity to hold a minimum of an estimate of 20 years (32 TB) QUESTION: EMC is our preferred storage\archive vendor. Any issues with that particular vendor? ANSWER: No issues any Storage Area Network (SAN) with Solid State Drive (SSD). QUESTION: Will the storage for the primary Bronx VISN 2 central archive server and secondary Albany datacenter be provided by VISN 2, or is such storage to be provided by the vendor as part of this procurement under the resulting order? ANSWER: Provided by the vendor. If the vendor is required to provide this storage, how many years of total storage should be anticipated (or what amount in Terabytes should be configured)? ANSWER: Same as Answer #5 Should a mechanism for images to be replicated between the two datacenters be included in the offer? ANSWER: Yes QUESTION: We believe that RFQ requirement 2.5.1.17 is ambiguous and that is should be clarified to ensure that offerors can respond to the Government s actual requirements and that the VA receives a solution that satisfies the Government s needs. Section 2.5.1.17 currently states that an offeror s proposed system must have the Ability to interface CART-CL reports. Would VISN 2 require the ability for the vendor to import the report into their system: Or is the intended functionality a replacement of the current VISN 2 Hemodynamic systems with a potential interface of the offered system to CART-CL? ANSWER: The ability to import CART-CL reports should be considered an additional required functionality that adds value to the system. Clarification to Industries Questions: Amendment A00001 was issued for clarification. To answer vendors Technical Proposal questions in order to revise their offered price. Base on that fact the DVA Subject Matter Expert has answered all vendors questions by issuance of this Amendment A00002. DVA will not allow industry to make any changes to their initial technical proposal. DVA will only allow changes to price to accommodate clarifications to DVA Performance Work Statement only. Therefore, industry will not be allowed to update or make any changes to their technical proposals/ PWS. No further additional questions for clarification will be allowed. The DVA is under a time restraint. This is and critical procurement. If you decide not to submit a FPR, please notify the undersigned of no change in writing.
