Description
SOURCES SOUGHT NOTICE Laser Clearinghouse (LCH) Support U.S. Strategic Command (USSTRATCOM) Joint Functional Component Command for Space, Vandenberg Air Force Base, California and other locations. This sources sought notice issued by the 30th Contracting Squadron is solely for information and planning purposes; and, market research in accordance with Federal Acquisition Regulation (FAR) Part 10. As such, the notice shall not be construed as a formal solicitation, nor as an obligation on the part of the Government to acquire any products or services. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. Additionally, the Government is particularly interested in maximizing participation from Small Businesses. However, all interested vendors are welcome to respond to this notice. PURPOSE: The purpose of this Sources Sought notice is to obtain capabilities and interest statements from responsible firms with the ability to provide system engineering and technical services (SETA) support for the Space Situational Awareness, Space Control, terrestrial laser weapons, and laser technology development mission areas. The objective is to obtain system engineering and technical services support for (1) deconfliction process and function (2) technology analysis planning expertise for satellite safety during laser weapon employment concepts, projects and/or programs (3) risk management analysis including operation of tools and documenting results (4) deconfliction planning, analysis, policy updates and (5) systems engineering and technical assistance. Requiring organization is JFCC SPACE/J3. North American Industry Classification System (NAICS) code: 541330 Exception A, Military and Aerospace Equipment and Military Weapons. Size Standard: $38.5M. SCOPE OF WORK: The scope of this effort will provide all life cycle engineering and technical support areas and activities necessary to provide technical, systems engineering, integration, test, training, sustainment, and technical information technology support for USSTRATCOM JFCC SPACE laser/satellite deconfliction, risk management and related activities. Additionally, this effort will include developing, coordinating, implementing, and maintain plans and policies as necessary. The JFCC SPACE Laser Clearinghouse organization will manage the satellite safety risk management process that is designed to protect satellites against accidental damage during DOD laser firings. The Laser Clearinghouse (LCH) is based at Vandenberg Air Force Base in California with potential other locations. DODI 3100.11 ("Management of Laser Illuminations of Objects in Space") requires that all DOD lasers register with the Laser Clearinghouse. The LCH assesses the hazard to satellites and works collaboratively with laser owners to develop and implement risk mitigation measures including probabilistic risk analysis, satellite owner notifications, and laser/satellite deconfliction. The system engineering and technical services provided under LCH Support PWS will provide support to United States Strategic Command (USSTRATCOM), Joint Functional Component Command for Space (JFCC SPACE) and other agencies that interface with the Laser Clearinghouse in the supported mission areas. Specifically, the support will assist the LCH in performing satellite safety probabilistic risk analysis to determine the level of hazard from lasers as necessary. This includes developing and validating procedures for risk analysis models, set-up with realistic and analysis data for hazard analysis, documenting hazard results, maintaining hazard analysis archives, and any updates to required documents. The contractor shall provide personnel, supplies, materials, facilities, equipment (other than that which is stated as Government Furnished), and technical support for customer and missions described. The contractor technical support shall include, but is not limited to, all of the following: Project Management/Systems Engineering & Technical Support, integration, test, training, sustainment, and technical information technology support. Contractor shall perform technical analyses of deconfliction capabilities for current and future laser programs, assessments of operational risk under various scenarios, and numerical validations of laser program deconfliction related algorithms. Contractor will also perform tests of various deconfliction techniques and process, including observations of laser programs and providing documentation summarizing their findings and recommendations to LCH. When required, the contractor shall advise laser programs on the development and integration of decentralized deconfliction capabilities compatible with LCH interfaces. The contractor will also develop, install, implement, and operate satellite risk management tools in support of this effort and perform studies and analyses of satellite risk management assessments. Contractor personnel shall possess a doctorate degree or master's degree in a relevant field (i.e., systems engineering, project management, military planning, software programming, etc.), and possess a minimum of 10 years of experience that is directly relevant to this task. The contractor shall host project working groups and provide graphic support to include technical interchange meetings for up to 50 people conducted up to and including the Secret Level, and for up to 20 people conducted at the Top Secret/Sensitive Compartmented Information (SCI) level. The contractor shall provide and maintain a Classified Work Area with searchable databases containing relevant program documentation material. The contractor shall maintain access to Government unclassified (NIPRNet) and classified (SIPRNet) networks from the contractor's facility to streamline information sharing among Task Order participants. Laser Clearinghouse (LCH) Support (JFCC SPACE) consists of technical analyses and documentation of deconfliction capabilities, performing tests of deconfliction techniques and processes, and performing testing and analysis for the satellite safety probabilistic analysis efforts in support of the LCH. Coordination with Joint Directed Energy Transition Office, Service components, National Agencies, and DOD laser programs on issues regarding system requirements, testing, and operational capability definition as well as satellite safety risk management processes and results is required. The Contractor shall provide personnel with TS/SCI clearances commensurate with the DD Form 254, Department of Defense Contract Security Classification Specification. In order to receive an award from any resultant solicitation, should one be issued, the successful offeror must be current/active in the System for Award Management (SAM) https://www.sam.gov/portal/SAM/#1. Additionally, prospective concerns must be able to accept payment via Electronic Funds Transfer (EFT) through Wide Area Work Flow (WAWF) website. Note: It is the responsibility of all potential offerors to monitor this site for release of any future synopses or solicitations. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate for this contemplated procurement.
