- The Pension Benefit Guaranty Corporation (PBGC) is a Federal corporation created under the Employee Retirement Income Security Act of 1974, which guarantees payment of basic pension benefits earned by nearly 44 million American workers and retirees participating in 35,000 private-sector defined benefit pension plans. The agency employs approximately 976 federal employees and 836 contractors in four locations in the Washington, DC & VA areas. There are also approximately 281 contractors working in 5 Field Benefit Administration (FBA) and Post Valuation Administration (PVA) offices located in Coraopolis, PA, Miami, FL, Richmond Heights, OH, Sarasota, FL, and Wilmington, DE. The Workplace Solutions Department (WSD) is responsible for locating suitable space for PBGC operations, negotiating leases, overseeing the design and construction of initial build outs of new space or renovating existing space, maintaining the facilities, and modifying space to accommodate changes in staffing or work processes. PBGC intends to negotiate a contract for Architect and Engineering Services. The Contractor will assist PBGC in utilizing space effectively and efficiently at its locations. Well designed and constructed space will meet the agency's objectives to provide a safe and user friendly work environment consistent with work flow requirements. It is also the goal of PBGC to adhere to the published space standards and to look at creative and alternative uses for existing space. In addition, this contract may assist the Corporation in the design of properties for regional field offices, within applicable architectural and building code constraints. The Contractor must provide qualified personnel with experience in requirements gathering and analysis; space planning and interior design; and architectural and infrastructure design. Technical engineering experience enabling the production of full sets of industry recognized construction documents are required. Mechanical, electrical, structural, and plumbing engineering experience is required to conduct requirements analysis and preparation of construction documents and permit documents. PBGC intends to issue a Firm Fixed Priced Indefinite Delivery Indefinite Quantity contract for One (1) Base Year and Four (4) Option Years. The Period of Performance is anticipated to be from October 1, 2017 through September 30, 2022. Proposals are not requested at this time. PBGC anticipates issuing a Request for Qualifications (RFQ) by May 22, 2017. The entire RFQ will be made available on the Government Point of Entry (GPE) via this website. Therefore, Interested Firms are encouraged to monitor this website because it will be the principal distribution of the RFQ, Notices, Changes, and Questions and Answers.. Firms interested in this requirement may e-mail a written capability statement with sufficient experience for these required services, which shall not exceed 3 pages in length. Interested Firms may submit their capability statements, and qualifications for the provision of this service via email to Miller.Mark@pbgc.gov no later than 3:00 PM EDT on May 12, 2017.
