- REQUEST FOR INFORMATION - SOURCES SOUGHT Portsmouth Naval Shipyard (KITTERY, ME) is requesting an information-only response (NOT a proposal) from interested parties for performing mixing trials in order to determine optimal rotor design for a new rubber mixer. In accordance with FAR 15.201e, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Please respond to this notice by stating your capabilities, providing rotor design drawings (if possible), and stating business size (small or large under NAICS code 326291, size standard 750 employees). The Contract Specialist wishes to identify sources capable of performing the following Statement of Work: •1.0 OBJECTIVE: Determine the optimal rotor design that will be purchased with a new rubber mixer for a new rubber manufacturing facility. •2.0 SCOPE OF WORK: Perform mixing trials with Portsmouth Naval Shipyard (PNS) supplied material and applicable processes. Provide a process engineer to lead trials based off of a submitted and agreed upon design of experiment (DoE). Mixing trials shall be conducted with PNS personnel on site. Compounded rubber batches shall be sent back to PNS for analysis. •3.0 TASK STATEMENT: •3.1. Travel: •3.1.1. PNS personnel shall travel to oversee trials. •3.2. Compound: •3.2.1. One compound shall be tested. PNS will supply all material. Compounding processes shall be provided as a guideline for conducting trials. •3.3. Laboratory Mixes: •3.3.1. Conduct laboratory mixing runs to optimize batch size/weight before performing mixes on larger mixer and compounding system. •3.4. Control Mix: •3.4.1. Conduct a control mix(es) using a tangential 20 liter sized mixer and material handling system following provided PNS compounding procedure for the formula as close as possible. •3.5. Mixing Trials: •3.5.1. Perform mixes using a tangential 20 liter sized mixer and material handling system with multiple rotors as many times as necessary to produce the best compound and optimize the mixing process. These trials shall be led by a provided process engineer. •3.6. Results: •3.6.1. Each compound shall be shipped back to PNS and labeled accordingly. Provide an in depth report with information agreed and discussed upon with PNS personnel. •3.7. Design of Experiment: •3.7.1. Provide a discussed upon DoE prior to conducting mixing trials. •4.0 TECHNICAL POINT OF CONTACT: Will be provided if/when resultant contract is issued. Market Research and initial correspondence shall be coordinated via the Contract Specialist. •5.0 SECURITY REQIUREMENTS: PNS legal team and respective company shall have an agreed upon non-disclosure agreement regarding PNS rubber formulations. This is NOT a request for quote ; the Government is researching potential future sources only. The information provided to the Contract Specialist may be used to determine acquisition strategy, making accuracy in responses extremely important.
