- The contractor shall furnish all services, labor, facilities, parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the overhaul/repair of the following assets: NOMENCLATURE: Heat Exchanger, INPUT NSN: 1660-01-586-6051 1660-01-586-6051 OUTPUT NSN: 1660-01-586-6051 INPUT P/N: 145PS150-5 INPUT P/N: A01-00-900-0 OUTPUT P/N: 145PS150-5 ESTIMATED QUANTITY RANGE: Minimum 25 each; Maximum 440 (Maximum includes a Foreign Military Sales (FMS) Quantity of 80 each) The proposed contractual action will be a single award, five (5) year Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul contract, with minimum/maximum quantities listed above. The maximum quantity includes a Foreign Military Sales quantity of 100. It has been determined the Government's needs cannot be met in the commercial marketplace; therefore, Federal Acquisition Regulation Part 12 will not be used. This is a Critical Safety Item. Technical data is not available to support a full and open competitive solicitation. The overhaul shall be accomplished in accordance with contractor overhaul specification and drawings. A Product Verification Audit (PVA) is required. This procurement is restricted to the following approved sources: The Boeing Company, CAGE Code 77272, and W.R. Davis Engineering Limited, CAGE Code 3AB25. Contractors are encouraged to seek Source Approval Requests (SAR) in order to complete for this or future solicitations by submitting documentation in accordance with the Competition Advocate's Shopping List procedures. These procedures are outlined at the following website: http://amcomdmz.redstone.army.mil/casl_cmo/casl_cmo_home. Award of this requirements will not be withheld pending SARs. All responsible sources may submit an offer which shall be considered by the Agency. Requests for solicitation will be accepted by mail or email. You may mail your request to Army Contracting Command - Redstone, Sparkman Center, Building 5303, 2d Floor, ATTN: CCAM-ALD (Audrey Peterson), Redstone Arsenal, AL 35898-5000, or send email requests to audrey.m.peterson6.civ@mail.mil. Proposals may be hand-carried reference solicitation for details, mailed via the US Postal Service, or delivered by a commercial delivery service. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The response date annotated is an estimate and may be adjusted dependent upon the date the solicitation is released; however, the solicitation will not close prior to the closing date stated above.
