- The Fleet Logistics Center Norfolk, Philadelphia Contracting Office intends to procure: 7 EACH CRIME-LITE IR-VIS SEARCH KIT WITH CASE and TOUGHPAD COMPUTER (QCL/82IR/K) Foster and Freeman brand IR/visible search kits with cases, toughpad computers, UV/VIS/IR multi-spectral cameras, holding frames, belt clips, fast battery chargers, battery pouches, and shoulder straps 8 EACH CRIME-LITE 82S WHITE, UV, VIOLET, BLUE, BLUE/GREEN and GREEN CASED SET (QCL/82S/6KIT) Foster and Freeman brand 82S Crime-Lites with white, UV, violet, blue, blue/green, and green lights, corresponding goggles with each wavelength, corresponding 62mm 8 EACH CAMERA FILTER STEP DOWN RING 72MM “ 62MM (QCL/200) Foster and Freeman brand 72mm camera filters for each wavelength, batteries, and battery chargers The proposed contract action is for commercial services, in accordance with the Requirements Statement. The NAICS code is 335129 and the Small Business Standard is 500 employees. The intent is to solicit Foster and Freeman USA, Inc. on a sole source basis. This requirement is in support of the Navy Criminal Investigative Services, Quantico, VA on a sole source basis to Foster and Freeman USA under authority of FAR 13.501(a). Justification and Approval 17-023 is attached. The awarded purchase order for the above requirement is for commercial supplies for which the Government solicited and negotiated with only one source under the authority for FAR Part 13. Interested persons may identify their interest and capability to respond to future similar requirements, however, this notice is not intended to be a request for competitive proposals from any source. Delivery Locations are to 8 locations: oCamp LeJeune, NC oParris Island, SC oQuantico, VA oPensacola, FL oTwenty-Nine Palms, CA oWhidbey, WA oEarle, NJ oCamp Pendleton, CA THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A firm fixed price contact will be awarded as a result of this quotation. Award will be made in accordance with FAR Part 13.5, Test Program for Certain Commercial Items. Commercial type clauses in FAR Part 12 will be included in the RFQ, and a shorter solicitation period will be implemented per FAR 5.203(c). Central Contractor Registration is required for all vendors doing business with DOD and can be obtained at www.SAM.gov.
