- Type: Special Notice SUBPART: 99 - Miscellaneous Subject: Lynx M Aircraft REF No: FA9302-17-P-F020 DUE: 04/28/17 @ 4:00 pm PDT POC: Matt D. Chartier DESCRIPTION: This is a Synopsis of Contract Action; this document does NOT constitute a Request for Quotation, Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZIEA will take procurement action in this matter. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to notify industry of the United States Air Force intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications. The Government also recognizes that proprietary data may be a part of this effort, and cautions that such data be clearly marked "restricted" or "proprietary" data, and present it as an addendum to the non-restricted/non-proprietary information. Please do not request a copy of a solicitation as one does not exist. This synopsis is for a proposed contract, IAW FAR 5.201(b)(1), for which the Government intends to negotiate with only one source IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Air Force Test Center (AFTC), Edwards AFB intends to award a sole-source Firm-Fixed Price (FFP) contract to Swift Radioplanes. The proposed source is the manufacturer and the custom designer. Anticipated award date is 5 May, 2017. The NAICS code is 336411. Requirements: 1. Launch Method: Hand Toss 2. Recovery Method: Sufficient to cause minimal damage to drone and to recover within a designated small footprint (vertical deep stall landing) 3. Construction Type: Reinforced structure without sole use of unreinforced foam for any major structural component 4. Propulsion: Electric motor powered by batteries 5. Endurance (maximum flight time per flight): At least 2 hours 6. Payloads: Ability to interchange various payloads (36 MP cameras, sensors) 7. Assembly/Disassembly: Must not require special tooling, excessive time, or specialized expertise to accomplish 8. Packaging: Must be included and sufficient to allow drones to be safely transported and stored 9. Robustness: Must be able to survive 100+ flights without major wear or damage The Government is requesting that interested concerns feeling they can fully support this requirement furnish the following information: - Company name, address, point of contact, telephone number, and e-mail address - All information furnished shall be in writing and must contain sufficient detail to allow the government technical representative to evaluate and determine if it can meet the requirement.
