- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. This commercial item acquisition will be full and open competition with a geographical restrictions. The associated North American Industry Classification System (NAICS) code is 721110. This acquisition may result in multiple awards. System for Award Management. By submission of a bid, the bidder acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the bidder does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered bidder. Bidders may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.sam.gov. This is a 100% full and open competition with geographical area restrictions for an area within 75 driving miles from the Federal Law Enforcement Training Center (FLETC) Front Gate. The address for the front gate is 1131 Chapel Crossing Road, Glynco (Brunswick), Georgia. No hotel/motel will be considered for an award if the hotel/motel complex is outside of the 75 driving mile restriction mentioned above. Services are for Off Center Lodging as detailed in the Performance Works Statement (PWS) found in SECTION D. This solicitation is a two-step seal bid. A technical proposal as outlined below is to be submitted on or before May 29, 2017. If the bidder meets the requirements of Step 1; then the bidder will be notified of participation in Step 2. Step 2 will consist of opening pricing bids as outlined in FAR 14.503-2. Failure to follow the terms and conditions listed below will cause a technical proposal to be considered unacceptable. The technical proposal will not be evaluated or considered for an award. Bid packages will be accepted until the time and date established for receipt of bid packages. Bid packages received after the established time and date will be processed in accordance with FAR 52.214-23. Bidders may use certified, registered, or express mail procedures. Ensure outside of package is clearly marked with HSFLGL-17-B-00001, Bid package for FLETC Off Center Lodging. A Pre-Bid Conference will be held on May 10, 2017 at 9:30 AM ET. This conference will be held at Brunswick - Golden Isles Chamber of Commerce located at 1505 Richmond St, Second Floor, Brunswick, Georgia. Limited space is available, so no more than one (1) representatives per firm. Also due to only 50 seats available in this meeting area, only the first 50 people will be allowed to attend. All attendees must inform the Contracting Officer of planned attendance. This may be completed by sending an email to erin.wofford@fletc.dhs.gov stating the company name and the person's name that will be attending. The agenda will be posted on FedBizOp for all vendors. All questions concerning this acquisition must be submitted by 2:00 pm ET, May 15, 2017. Questions will be answered via an amendment posted on FedBizOp. Questions are to be submitted to erin.wofford@dhs.gov. Acceptance of an award certifies that the firm will comply with FAR 52.222-50, Combating Trafficking in Persons, by notifying all employees and subcontractors at all levels. Pricing Schedule will be provided to bidders whose technical evaluation has been considered acceptable. Note: exception to line item structure in Section B may result in a bid not considered for an award. The resultant awards from solicitation HSFLGL-17-B-00001 will have the same period of performance as the current IDIQ contract holders. The period of performance of any resultant contract(s) from this solicitation will mirror the current IDIQ contract holders. Currently we are in Option Period 2 with a period of performance expiring on January 31, 2018. It is anticipated that resulting award(s) from this solicitation will not be awarded until September 1, 2017, so the resultant awards will only be for 29 months. A base year of five (5) months with two (2) 12 month options. The Government may unilaterally exercise at its discretion the option periods. The Government shall not exceed a total duration of the contract, including options of 35 months (inclusive of extension authorized under FAR 52.217-8). In accordance with FAR 16.504, the minimum guarantee for any resultant award(s) will be 24 nights for single occupancy. The maximum limitation for resultant award(s) is listed below under FAR 52.216-19.
