2017.04.26_Q&A Amendment 03 GS-05P-17-SC-C-0005: Construction Manager as Constructor (CMc) Services for the Cupola Restoration Project at the Federal Courthouse and U.S. Courthouse in Port Huron, Michigan THIS PROCUREMENT IS OPEN TO ALL BUSINESS CONCERNS. The General Services Administration announces an opportunity to provide to provide Construction Manager as Constructor (CMc) services for the Cupola Restoration Project at the Federal Building and U.S. Courthouse in Port Huron, Michigan. The scope of CMc services under this proposed contract includes Design Phase Services and one (1) option for Construction Phase Services. The CMc will be competitively chosen using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and the evaluated price. For this procurement, the technical factors will be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include: Experience in providing Design Phase Services and Construction Phase Services; Project Management Plan/Approach; Qualifications and Experience of Key Personnel; and Past Performance in providing Design Phase Services and Construction Phase Services on similar projects. This is a negotiated procurement; there will NOT be a public bid opening. The Government reserves the right to make award on initial offers, but discussions may be held if appropriate. This procurement is open to all business concerns. Funds are currently available for the base contract. The North American Industrial Classification Code (NAICS) is 236220 (Commercial and Institutional Building Construction) with a size standard of $36.5 million. The total estimated cost for the project falls within the range of $1,000,000.00 to $3,000,000.00. The Design Phase Services is anticipated to commence upon award of the contract on or about June 2017; the performance period for design phase services is anticipated to be 60 calendar days. The optional Construction Phase Work is anticipated to be awarded on or about November 2017, with an on-site performance period of 90 calendar days. The Contractor is required to complete the Design Phase Services for the firm-fixed-price set forth in the Contract Price Schedule. If the Government exercises the option for Construction Phase Services, the contractor shall complete the Construction Phase Services at or below the Guaranteed Maximum Price (GMP). The solicitation will be available on or about March 16, 2017. A pre-proposal conference and site-visit will be held on or about March 23, 2017 at Noon (Eastern Time). Notification to the Contracting Officer of proposed attendance will be required. The Government considers attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Project Description: The Federal Building and U.S. Courthouse in Port Huron, Michigan requires a restoration of the cupola. The work involves the cupola envelope and addresses the issues of material deterioration and water infiltration. The project limits extend from the base of the cupola to the top of the mast. Proposed treatments have been developed with the intention of preserving existing fabric to the extent possible while improving the longevity and performance of the envelope materials through repair and replacement where necessary. For additional information - see the attached Scope of Work Summary. All work will be required to comply with the Secretary of The Interior's Standard for Rehabilitation. The Port Huron Federal building is listed on the National Register of Historic Places, therefore all work shall be performed by a contractor familiar with the performance and characteristics of historic standing seam copper roofing and exterior mill work restoration. The contractor must also be familiar with National Park Service Technical Preservation Standards for work on historic buildings. The solicitation cited above can only be obtained by accessing a secure website known as FedBizOpps (FBO). FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. FedBizOpps is fully integrated with other electronic Government initiatives, including the System for Award Management (SAM) (www.sam.gov) database, and is available for use by all Federal agencies. Registration in both SAM and FedBizOpps websites is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registering in these systems will be ineligible to download the solicitation and ineligible for an award. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation. Offer due date and time for receipt of proposals will be on, or about May 8, 2017 by 3:00 PM (EST). All offers are to be submitted to the General Services Administration, Attn: Katie M.
