Description

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Materiel Agency (USAMMA) to purchase medical equipment parts on a sole source basis, as prescribed in FAR 6.302-1(a). Specifically, the Government will purchase the following items manufactured by Image Capture Review Company (iCRco), Inc., 26 Coromar Dr., Goleta, CA, 93117-3024 directly from the manufacturer: Part Number Description 900-0134-27 Dell Latitude 7404 XFR CTO DVD/CD Drive; Qty: 20 500-0112-28 QPC XScan 32 Military Version (without USB); Qty: 20 500-0034-31 BOARD POWER DISTRIBUT; Qty: 1 500-0180-02 BRUSH BACK ASSEMBLY; Qty: 2 500-0330-02 BOARD ERASER COMPUTED; Qty: 1 100-1974-01 SEAL LIGHT CATERPIL; Qty: 2 500-0002-09 CASSETTE,COMPUTED R 10X12; Qty: 4 900-0061-02 COVER FAN FILTER 1S; Qty: 2 500-0002-08 CASSETTE 14X17; Qty: 4 500-1247-03 SCANHEAD ASSY VERTX 1S; Qty: 6 In addition to the medical equipment repair parts listed in the table above, the majority of this purchase will reflect a customized purchase for laptops installed with QPC XScan software. These laptops will be utilized as part of the Vertx Computed Radiography (CR) readers by triage medical units as portable standalone medical equipment in the field. These computers, which are part of the larger system of the Computed Radiography reader, cannot operate off of the Windows 7 OS image commonly found on commercially available laptops, such as a Dell Latitude 14 Rugged Extreme Notebook. As part of an integrated medical equipment system in the field, the laptops require iCRco dongle-less version of DoD XScan, 64 bit installation, drivers, and configuration of DoD XScan software (QPC XScan 32 v. 2.10, Build 853, DoD Release) to operate independently for image capture, review, and transmission. This is not a standard commercial IT purchase but is classified as medical equipment by the U.S. Army Medical Materiel Agency since the laptops are an integrated part of the triage mobile unit's image, capture, and review process and serve as an integrated part of the medical system network and the medical equipment it supports. The North American Industry Classification System (NAICS) for this requirement is 511210 and the size standard is $38.5 Million. This announcement fulfills the synopsis requirements under FAR 5.101(a) and 5.203(a). This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the Government intends to issue an award directly to iCRco, Inc. All questions and responses concerning this notice shall be emailed to Ms. Lisa Zarick at lisa.m.zarick.civ@mail.mil. Interested concerns must identify their capability in writing to the above e-mail address or by mail to the address listed below no later than 4:00 pm ET, Wednesday, 10 May 2017.
