Description
This synopsis serves to provide NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT MODIFICATION per Title 48 Chapter 7 (i.e., USAID Acquisition Regulation (AIDAR)) Subpart 706.3 § 706.302-70, “[f]ull and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation.” The United States Government (USG), represented by the U.S. Agency for International Development (USAID) South Sudan mission (USAID/South Sudan) intends to award a sole source modification to an existing contract for additional supplies or services that meets the threshold in Federal Acquisition Regulation (FAR) 5.101(a)(1) (i.e., proposed contract actions expected to exceed $25,000). Castor Networks B.V., Tongping, Kololo Road, 300m down from US Embassy, Juba, Republic of South Sudan is to provide robust and reliable internet services (IS) for the United States Government (USG) residential compound (RC). This action will result in an increase of the band width (BW) from 12.2 Mbps to 15.0 Mbps thus increasing the ISP contract annual rate by $36,120 from $229,560 to $265,680 The total estimated value of the required service is $126,420, which comprises the remainder of Option Year One and remaining Option Years Two through Four. As per AIDAR 706.302-70(a)(2), USAID shall conduct this procurement through other than full and open competition. Only Castor Networks B.V will be eligible to compete under this synopsis and subsequent request for proposals (RFP).
