Description
PROJECT TITLE: Resurface Visitor Center Walkways SYNOPSIS OF PROPOSED CONTRACT ACTION: The National Park Service, Southeast Region, West MABO contracting office seeks quotations from small business concerns within the local trade area having the requisite capability of meeting the requirements of this polymer-modified overlay walkways project at Fort Donelson National Battlefield Visitor Center. The site of work is located at 120 Fort Donelson Park Rd, Dover, Tennessee 37058. MAGNITUDE OF PROJECT: This project has an estimated price range between $25,000 and $100,000 (first quartile Q1). The anticipated Period of Performance: 06/05/2017 to 08/18/2016 (75 calendars Days after the contractor receives the Notice To Proceed) from NPS on or about May 31th 2017. Work to resurface walkways would commence within 10 days of NTP. Anticipated start date could be delayed a few weeks, as the the VC rehab is currently in progress by others under separate contract, but expected to be completed late May. PRE-BID SITE VISIT: Prospective contractors may schedule a site visit during normal duty hours by contacting: Name: David Hamby Address: 174 National Cemetery Dr. Dover, TN 37058 Telephone: 931-232-0830 SCOPE: The primary objective of this project is to resurface 3500 square feet of exterior walkway at the adjoining visitor center parking lot. The walkways to be resurfaced are shown in Attachment D, Figure 1 (Page 22 of 24) of the Performance Work Statement (PWS). A polymer modified overlay used to resurface the walkways shall be custom fabricated to closely match the existing walkways (previously installed in 1962). The desired visual effect and texture of the walkways is depicted in Attachment D, Figure 2 (Page 23 of 24) of the Performance Work Statement (PWS). The NPS desires to retain the historic character of the original design while providing a safe walking surface for visitors and staff alike. Specifically, the contractor is expected to accomplish the following objectives: - Confirm the desired design and functional requirements of resurfaced walkways, based on this Scope of Work and discussion with the park superintendent and staff. Identify a suitable overlay product that balances the park's design, aesthetic, quality, performance, cost, and desires. - Measure the existing walkways and acquire appropriate quantities of high quality resurfacing overlay material from a reputable manufacturer that matches (as closely as possible) the current walkway surface. - Protect exterior landscaping from trampling and impact damage. - Remove loose walkway material and dispose of off-site. - Clean and prepare walkway surface for application of polymer modified overlay. - Prime walkway surface prior to overlay application. - Install resurfacing overlay material according to manufacturer's instructions for recommended preparation and application techniques and materials. - Use repair mortar for deep scaling and spalling of concrete on walkways. - Apply second coat of overlay if full coverage of walkway surface was not achieved on first application. - Apply exterior low solid sealer appropriate for the overlay application applied to walkway. - Prepare and submit all required quality assurance reporting documentation in a timely manner. - Demobilize from the worksite. Clean all walkways. Remove all construction associated debris and equipment from the worksite. - Close Project. Complete all administrative requirements necessary to close project within 2 weeks of final acceptance of site work. Refer to Solicitation Number P17PS00830 for complete details.
