- In accordance with FAR 5.203(b)(d) and 6.302-1 the National Park Service intends to award a purchase order on the basis of other than full and open competition for Olympic National Park to continue septic pumping service at various locations throughout Olympic National Park, WA. Purchase Order No. P17PX01145 will be awarded to Arrow Septic Tank Pumpin of Port Angeles, WA in the amount of $45,424 to pay for service provided between November 2016 and March 2017 after the previous contract ended, through the period of April 2017 to June 2017 for when the septic pumping requirement will be solicited and a new contract awarded. No solicitation document exists at this time. The North American Industry Classification System (NAICS) code is 562991 and the small business size standard is $7.5 million. This is not a request for quotations, however, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement or quotation within fifteen (15) calendar days after date of publication of this synopsis which will be considered by the agency. Capability statement shall demonstrate contractor/vendor's ability to pump and haul septic waste as well as sludge and grease for disposal in accordance with OSHA, WAC 173-308, and local area regulations. Sizes and locations of septic tanks vary throughout Olympic National Park, WA. Types of pumping include treatment plants, septic tanks, and oil/ water separator pumping, and pumping vault and/or pit toilets. Schedule is on-call basis to complete pumping within seven calendar days of notification, and for vault and/or pit toilets to complete pumping within four calendar days of notification. There may be occasions where pumping is required on a more urgent basis, so the contractor/vendor should be prepared for responding to those calls to complete pumping within forty-eight hours of notification. It's preferable to have pumping occur earlier in the day rather than later in the day due to a majority of areas being visitor use areas such as campgrounds, waysides, or concession operations that are busier in peak summer months and weekends. Example of the sizes of tanks include but is not limited to a 40,000 gallon wastewater treatment tank at Hoh, a 40,000 gallon digester at Lake Crescent, several vault and/or pit toilets averaging 1,000 to 3,500 gallons, other tanks over 3,500 gallons up to/about 12,000 gallons, etc. Areas of work will be in all sub-districts of Olympic National Park that are within the following four counties in WA: Clallam (headquarters, Deer Park, Elwha, Hurricane Ridge, Lake Crescent, Hoh, Ozette), Jefferson (Kalaloch), and Grays Harbor (Quinault). Contractor/Vendor submitting a capability statement or quote shall be aware of the following requirements: (1) Maintain an active registration in the System for Award Management (SAM) database that also includes completed small business representations and certifications (https://sam.gov), (2) Contractor/Vendor must be a small business in accordance with the prescribed NAICS and small business size standard specified above and as represented in Cotractor/Vendor's own small business representations and certifications in SAM.gov, and (3) All invoicing and payment for service is electronic. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $100,000 (See FAR 13.106-1) Date: 4/24/17 Requisition Number: 0040329286 1. NATURE AND/OR DESCRIPTION OF THE ITEM/SERVICE BEING PROCURED AND ITS INTENDED USE (INCLUDE THE ANTICIPATED COST): Non-competitive award to Arrow Septic Tank Pumpin of Port Angeles, WA for continuing septic pumping service at various locations throughout Olympic National Park, WA (OLYM). A purchase order is necessary to pay for service provided between November 2016 and March 2017 after the previous contract ended, through the period of April 2017 to June 2017 for when the septic pumping requirement will be solicited and a new contract awarded. A purchase order will be awarded in the lump sum, not-to-exceed amount of $45,424 at a firm-fixed rate of $0.46/gallon, for the period from November 2016 to June 2017. The unit price is determined to be fair and reasonable compared to paying an average of $0.42/gallon over the past five years at OLYM, and compared to having paid a not-to-exceed unit price of $0.71/gallon (from 2013 to present) and $0.69/gallon in 2012 at nearby national parks located in WA east of Seattle. 2(a). SOLE SOURCE JUSTIFICATION RATIONALE: 41 U.S.C. 3304 and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. 2(b). EXPLAIN (INCLUDE CRITICAL DELIVERY OR PERFORMANCE DATES, AND WHEN YOU BECAME AWARE OF THE REQUIREMENT. PROVIDE A SPECIFIC STATEMENT OF THE IMPACT ON GOVERNMENT OPERATIONS, FINANCIAL OR OTHERWISE, IF THE REQUIRED DELIVERY OR PERFORMANCE DATES ARE NOT MET): Septic pumping service is a year-round necessity that supports park owned systems and buildings such as headquarters offices, outlying ranger stations and visitor centers, campgrounds, vault toilets, and concession operations that spans the entire park spread out amongst four counties. Septic pumping is for the benefit of public health and safety, without which areas of the park would have to shut down entirely if pumping service were to stop. The previous contract ended before a new solicitation was issued, and a purchase order is necessary to bridge the gap of time between when the contract ended and when the government anticipates a new contract to begin. 3. MARKET RESEARCH (EXPLAIN THE RESULTS OR WHY ONE WAS NOT PERFORMED. STATE WHETHER ANY OTHER OFFERS WERE RECEIVED OR ANYONE EXPRESSED INTEREST): This service was previously competed as a combined synopsis/solicitation commercial service using FAR Part 12 procedures that was a small business set-aside, awarded for one base year plus four option years to Arrow Septic Tank Pumpin. At the time of award, Arrow Septic Tank Pumpin was the only vendor that submitted a quote in response to the solicitation, and has continued to provide the entire park's septic pumping that includes several areas that are remote locations that require significant travel time to reach (Staircase, Quinault, Hoh) from Port Angeles, WA. No other vendors have come forward in recent years expressing interest in providing this same service. The National Park Service will be issuing a new solicitation in May 2017 for septic service parkwide for Olympic National Park that will be awarded for one base year with option years, the same way as before. Government anticipates the new septic service contract to start July 2017. 4. IF THIS IS A DETERMINATION FOR SOLE SOURCE, THE CONTRACTING OFFICER CERTIFIES: (a) Only one source is available, or urgent and compelling circumstances exist.
