The Army Contracting Command Aberdeen Proving Ground (ACC-APG) Division E, in support of the Systems Engineering Center Platform Mission Equipment Software Branch (SEC PMESB), hereby releases PMESB's UPDATED DRAFT IDIQ RFP solicitation. Additionally, all offeror's are hereby given an advance notice that in accordance with FAR 16.301-3(a)(3), a cost-reimbursement contract may be used only when a contractor's accounting system is adequate for determining cost applicable to the contract. The Government shall make a responsibility determination to ensure contractors demonstrate they have an adequate accounting system. Accordingly, the lack of supporting evidence of an adequate accounting system at the time of proposal submittal as approved by the Defense Contract Audit Agency (DCAA) shall make the offeror unable for further consideration and award. All offerors are encouraged to engage their respective Administration Contracting Officers (ACO) as early as possible to ensure they have an adequate accounting system and can submit demonstrated evidence upon the closing of solicitation. The Government is in the process of finalizing security considerations (DD254). A formal solicitation release is imminent. ______________________________________________________________________ MODIFIED SYNOPSES THIS ANNOUNCEMENT IS AN ADVANCE RELEASE OF SEC PMESB'S RFP SOLICITATION AND IS NOT A REQUEST FOR PROPOSALS. The Army Contracting Command Aberdeen Proving Ground (ACC-APG) Division E, in support of the Systems Engineering Center Platform Mission Equipment Software Branch (SEC PMESB), hereby releases PMESB's DRAFT IDIQ RFP solicitation. The DRAFT solicitation continues SEC PMEBS's desire to promote exchanges of information among all interested parties before receipt of proposals, in accordance with FAR 15.201. All interested parties are encouraged to review the attached Drafts and submit comments for consideration. Comments will be considered during document finalization, but the Government does NOT intend to provide responses. Interested parties shall return comments to michael.g.sherick.civ@mail.mil The primary purpose of this information sharing endeavor is to provide industry with an advanced preview of PMESB's requirement and associated solicitation design. Additionally, exchanging information shall improve understanding of Government requirements, and industry capabilities. Thus, allowing potential offerors to judge whether or how they can satisfy the Government's requirement, and enhancing the Government's ability to obtain quality supplies and services, at reasonable prices, and increase efficiency proposal preparation, proposal evaluation, negotiation, and contract award. This notice will stay open until formal RFP release. _________________________________________________________________________ ORIGINAL SYNOPSES This announcement is a FAR 5.2 "Synopses of Proposed Contract Action," in support of the Army's Software Engineering Center (SEC) Platform Mission Equipment Software Branch (PMESB) professional software/systems support service's needs. The Army Contracting Command-Aberdeen Proving Ground Division E intends to solicit proposals by way of solicitation number W56JSR-17-R-0005. Solicitation W56JSR-17-R-0005 shall be released as a FAR 19.5 100% Set-Aside for Small Business; FAR 16.5 Indefinite Delivery/Indefinite Quantity Contract (IDIQ). The IDIQ contract shall be awarded as a single award, with the concurrent issuance of the first task order. The IDIQ contract order ceiling amount is anticipated at $45,000,000. The anticipated contract type will be cost-plus-fixed-fee (CPFF) term form basis for labor services and Cost (no fee) for travel and other direct costs (ODCs). The requirement will be solicited and awarded under North American Industry Classification System (NAICS) code 541512 "Computer Systems Design and Related Service," small business size $27,500,000. SEC PMESB is responsible for providing system(s) support services related to aviation navigation, communications, ground support avionics, command and control, and tactical air traffic control systems during development and integration into overarching weapon system platforms. Additionally, SEC PMESB is the leading Army Tri-Service organization for MIL-STD-1553 engineering, validation and test, and system integration support. The IDIQ proposed contract action shall provide support services related to contract management, system(s) engineer, software engineer, and post-deployment and production. ACC-APG Division E estimates the release of solicitation W56JSR-17-R-0005 on or about the 24th of April 2017. A pre-solicitation conference is not planned.
