- Page 1 of 2 Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business, HubZone, 8(a), small disadvantaged business, small business, or large business). Responses to this notice will be used by the Government to make appropriate acquisition decisions. The Department of Veterans Affairs Network Contracting Office 17 is conducting a market survey for qualified firms capable of providing transitional housing and supportive services to homeless Veteran beneficiaries of the Department of Veteran Affairs North Texas Veteran Health Care System, 4500 S. Lancaster Road, Dallas, TX 75216. NAICS Code is 624221(Temporary Shelters) with a Small Business Size Standard of $11M. Contractor shall have existing programs and facilities in the targeted area of Smith, Van Zandt, and Henderson counties, Texas that are fully operational and can start providing services within ten (10) days of contract award. The residential care facility shall conform to the standards of the National Fire Protection Association (NFPA) Life Safety Code NFPA 101 and conform to the fire and safety codes imposed by state law, which adequately protects residents and must meet all city, state and federal requirements concerning licensing health codes. In all cases, the VA requires a level of safety which conforms to NFPA 101: Life Safety Code. This code can be located at http://www.nfpa.org/aboutthecodes/AboutTheCodes.asp?DocNum=101# or within the published NFPA 101: Life Safety Code, 2012 edition. The residential care facility shall conform to the standards of the Americans with Disabilities Act (ADA) to include facility safety and accessibility requirements of the disabled, see www.ada.gov. This also includes meeting standards for certified service dogs in the facility, see current standards at www.ada.gov/service_animals_2010.htm. Service Dog owner is responsible for supervision, care and feeding of animal. Service Dog owner must provide proof of doctor order, certification of animal, vaccinations are current, and kennel for boarding animal. The residential care facility shall also maintain conformance with the Commission on Accreditation of Rehabilitation Facilities (CARF) Standards as applicable to enable the HCHV Program to continue accreditation, under the Employment and Community Services standards. These standards are updated annually can be reviewed at www.carf.org/programdescriptions/ECS. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in VetBiz database if applicable (VetBiz registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and VetBiz information at http://www.vip.vetbiz.gov. Registration is free and firms are encouraged to visit the SAM website as contracts cannot be awarded to any offeror not actively registered in SAM. Responses to this notice should include company name, targeted county facility is located in, a service capability statement, DUNS number, address, point of contact and the size of your business pursuant to the following questions; (1) Is your business large or small? (2) If small, does your firm qualify as a small, emerging business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified HubZone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran Owned or Veteran Owned Small Business? Responses to this notice must be submitted in writing (email or fax) and received no later than May 11, 2017. No telephone inquiries will be accepted. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
