- The Naval Air Systems Command (NAVAIR) intends to modify the sole source Basic Ordering Agreement (BOA) N00019-17-G-0013 with BAE Systems, Information and Electronics (BAE Systems), Nashua, New Hampshire to incorporate FY2017 - FY2022 requirements associated with the modification and testing of specified components, assemblies, associated hardware and equipment in support of Combat Identification Systems: AN/APX-117/117A(V), AN/APX-118/118A(V), & AN/APX-123/123A(V) Common Digital Transponder (CXP); AN/UPX-37, AN/UPX-41(C), & AN/UPX-45(C) Digital Interrogator Set (DI); AN/APX-111(V) Combined Interrogator/Transponder (CIT); and OE-120(V) Antenna Group for the United States Navy, Foreign Military Sales (FMS) programs, Army, Coast Guard or other service or agency. Supplies and/or services to be procured under the BOA may include the following: configuration changes, data collection, processing and analysis, design, manufacture, assembly, installation and test of breadboards and/or prototypes; development of associated technical, financial, and administrative data; computer software, and training tools/analysis; engineering investigations; engineering change proposals; feasibility and integration studies/efforts; interchangeability assessments; laboratory simulations; obsolescence; support of cybersecurity certification; ancillary equipment, and; test plans/testing. Each order will be synopsized on the FedBizOpps website. This action is being awarded on a sole source basis to BAE in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to support the above mentioned Combat Identification systems. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received will be considered by the Government. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
