- This will be an UNRESTRICTED procurement. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The U.S. Army Corps of Engineers FY 17 subcontracting goals are for specified percentages of the contractor's total planned subcontracting amount to be placed with the following: Small Business 41.5%; Small Disadvantaged Business 23.50%; Woman Owned Small Business 7.5%; HUBZONE Small Business 7.92%; and Service Disabled Veteran Owned Small Business 5.18%. The work consists of furnishing one fully crewed and equipped hydraulic pipeline cutterhead dredge on a rental basis for the removal and satisfactory disposal of shoal material within any combination of the following dredging regions: Berwick Bay Harbor, Berwick Lock Forebay, Tidewater Point, 20 Grand Point, GIWW vicinity of Mile 99, Wax Lake Outlet, GIWW vicinity of Bayou Shaffer, Port Allen Lock Forebay, Three Rivers, Baton Rouge Harbor (Devil's Swamp), Old River Lock Forebay, Old River Lock Tailbay, Morgan City Docks East, and Houma Navigational Canal. Work may be required in other areas of the New Orleans District. NAICS: 237990. The ceiling cost for this IDIQ is $19,000,000. IFB will be issued on or about 12 May 2017. Actual issue date will be shown when the solicitation is issued. The solicitation documents for this procurement will be posted on Army Single Face to Industry (ASFI).
