Description

(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)The combined synopsis/solicitation number is VA249-17-Q-0658. It is issued as a request for quotation (RFQ). (iii)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-94 and 2005-95, effective 01/19/17. (iv) The combined synopsis/solicitation is 100% Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB). Offeror must be listed and certified in www.Vetbiz.gov and must be registered in System for Award Management (SAM) www.SAM.gov prior to being considered for Award. The NAICS is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing, Business size standard is 1250 employees. (v)(vi) This combined synopsis solicitation is for the purchase of: LIN Unit Qty Description 0001 ea 2 Ferromagnetic Scanner 0002 job 1 Installation of both units and Training for personnel on operation/use Item Specification/Requirements: Device is to be fixed against an outside wall or doorframe to reliably detect and prevent ferromagnetic threats from entering the MRI room Scanning Accuracy/Detection is not affected by outward swinging door Provide Visual Warnings Power Supply: 100 to 240 VAC Scan Sensitivity: Adjustable Audio Alarm: Adjustable Photoelectric Sensors: Activates Audio Alarm only when portal threshold is crossed by a ferromagnetic, otherwise defaults to visual warning Durable to withstand occasional accidental bumps from patients, wheelchairs, gurneys, etc. Maintenance free Easy to clean Commercial Manufacturer Warranty = 3 years (vii) FOB point, Delivery and Acceptance will be: Memphis VA Medical Center, 1030 Jefferson Avenue, Memphis, TN 38104 Date for Delivery: 30 Days ARO (viii) Provision 52.212-1, Instructions to Offerors Commercial (Oct 2015), applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror based on the Best Value to the Government: i.e. Award will be made to the government quote that meets or exceeds ALL requirement of this solicitation at a fair and reasonable price (Firm Fixed Price). (b) Options. NA (x) Provision 52.212-3 Offeror Representations and Certifications Commercial items (MAY 2014) applies to this acquisition. Offeror shall provide with their quote a completed copy of their Representations and Certifications per 52.212-1(b)(8). Quotes received after the exact time specified in the solicitation are considered late and may be considered if the action would not unduly delay the acquisition or are deemed to be in the best interest of the Government. Items quoted must meet at the minimum the salient characteristics of item described within the Specifications/Requirements. If offeror is unsure as to whether their product meets the requirements of this solicitation, offeror should include product brochure listing technical specifications / capabilities with quote. No grey market or refurbished item(s). The Government reserves the right to make no award at all.
