- 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought Synopsis is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330 which has a corresponding Size standard of $38.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. The AFNWC/NIBC, Hill AFB, Utah, is seeking capability for continued sustainment of Minuteman III RS/RV to include reentry systems, the MK12A and MK21 reentry vehicles, penetration aids, and support equipment. Activities are to include sustaining engineering support, systems engineering support, program management support, operations, maintenance, and logistics support, test and assessment support, and development, procurement, and repair program support of reentry systems, reentry vehicles, penetration aids, support equipment and included components and subcomponents for each of these systems. 2.1 The majority of the reentry vehicle work is concentrated on both fuzes. This work includes failure analysis, refurbishment, repair, modification, aging surveillance, and developmental and production engineering. These activities require a suite of peculiar support and test equipment which include the Low Frequency Instrumentation Console (LFIC) and Radio Frequency Instrumentation Console (RFIC), Test Control Station, Centrifuge, a host of Interface Adapter Units (IAU) associated with the fuzes and the fuze subcomponents and special fixtures. The LFIC/RFIC and IAUs are unique pieces of equipment that are not commercially available, and there are a limited number in existence that are currently being utilized for ongoing Minuteman III RS/RV activities. Additional specialized equipment is also needed to support analysis, troubleshooting and repair of RS/RV component circuit cards. 2.1.1 This sources sought synopsis constitutes a call to industry to uncover unknown capabilities. Responses to this sources sought synopsis must clearly demonstrate that the contractor has: 2.1.1.1. the technical knowledge and capability to perform failure analysis, refurbishment, repair, modification, aging surveillance, and developmental and production engineering; 2.1.1.2. the required equipment needed to meet the aforementioned capabilities; 2.1.1.3. and the knowledge to operate, troubleshoot and maintain the equipment. 2.1.2 If the contractor does not currently have the equipment, demonstrate: 2.1.2.1. how it will gain access to the necessary equipment; 2.1.2.2. how long it would take to get the equipment to an operational and qualified level of capability; 2.1.2.3. and how long it would take to train and qualify personnel to operate, troubleshoot and maintain the equipment. 2.2 Additional operations, maintenance, and logistics support for RS/RV activities is provided at three missile wings (F.E. Warren Air Force Base (AFB), WY; Malmstrom AFB, MT; Minot AFB, ND), as well as Vandenberg AFB, CA, the 649th Munitions Squadron, Depot and 748 SCMG activities. This support comes in the form of engineering and technical assistance for field deficiency reports, mission capable (MICAPs), AFTO 22s, mishap investigations, and onsite Reentry System Test Set (RSTS), Arming and Fuzing Assembly Test Sets (AFATS), RV Tester, Safety Enhanced Reentry Vehicle (SERV) Field Test Set (SFTS), Reentry Field Support Equipment and Mass Properties Test Equipment. 2.2.1 The contractor must clearly demonstrate technical knowledge and capability to operate, troubleshoot, repair, calibrate, upgrade software, and perform routine maintenance activities on existing RS/RV specific test and support equipment or replace if necessary. 3. Firms responding to this announcement should include company name, cage code, point of contact, address and indicate small business status. Potential offerors should submit a Statement of Capability (SOC) that addresses the offeror's ability to provide the above requested services.
