- Description
- The Naval Research Laboratory (NRL) has a requirement for scientific and engineering R&D services to support the development and application of new and existing techniques for remote sensing. Tasks may include: supporting concept design and feasibility studies; assembly and testing of components or equipment, laboratory, in-field or in-flight (in-air or in-space) calibration, validation and operation of deployed systems, analysis of engineering and scientific data; and the development and use of algorithms for analyzing data. The tasks shall involve activities at NRL, and may require extensive travel. Task deliverables will consist of results of theory, simulation and experiments on the survivability of advanced electronic and optoelectronic materials and circuits in harsh radiation environments such as space and documentation and data as defined by the Contract Data Requirements List (CDRL) of the base contract. Perspective contractor's must 1) have the required TOP SECRET facility clearance at the time of proposal submission and 2) personnel available with favorably adjudicated investigations and final DoD granted personnel security clearances required for the performance of the contract. A complete Performance Work Statement (PWS) will be available as part of the solicitation. It is anticipated that an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) type task orders will be made as a result of the solicitation. The ordering period for issuance of task orders against this contract shall extend from date of award through one (1) year with two (2) one year option periods. The work shall be performed at the Naval Research Laboratory (NRL), Washington, DC. The North America Industry Classification System (NAICS) code is 541512. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The government does not intend to use the procedures as outlined in FAR Part 12 for this acquisition. The NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided.
