- The purpose of this modification is to clarify that there are NO page limits to the vendor's response. However, this sources sought notice is NOT a request for proposal. The purpose of this notice is to ascertain whether there are capable small business vendors who could potentially meet the needs of the requirement. This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The National Institute on Drug Abuse (NIDA) is the primary Federal agency mandated to conduct research on drug abuse. As part of its legislative authorization, NIDA is charged to disseminate the findings from its research activities to the public. NIDA's research dissemination initiative is a comprehensive, multi-faceted effort that utilizes a variety of products and mechanisms targeted to a wide range of professional audiences and the general public. A fully web-based publication with a readership of 60,000-70,000 unique page views per month, NIDA Notes is NIDA's primary organ for informing scientific and professional audiences about new NIDA research results and their implications; to a lesser extent, NIDA Notes educates nonprofessionals about the scientific method and the scientific understanding of drug abuse and addiction. The publication reports on a broad range of scientific topics that reflects the diversity of the Institute's research portfolio, including the areas of epidemiology, prevention, clinical treatment, health services and basic research. NIDA Notes also reports on administrative and organizational issues, other NIDA research dissemination activities, and NIDA science education efforts. NIDA Notes readers are a diverse population with varying professional responsibilities, career activities, topic interests, and perspectives regarding drug abuse issues. They include, primarily, research scientists and drug abuse treatment and prevention service providers; and in addition, people who encounter drug abuse issues as part of their work (e.g., makers of health policy, state and local substance abuse and mental health administrators, medical officers in Health Maintenance Organizations, human resources professionals, primary care physicians, nurses and teachers), and members of the general public. From 1986 to 2012, NIDA Notes was a print publication (from approximately 2006 to 2012, issues were archived on the World Wide Web simultaneously with their appearance in print). Since January 2012, NIDA Notes has been an entirely web-based publication (www.drugabuse.gov/news-events/nida-notes). The move to web publication produced significant cost savings for the government, facilitated more frequent appearance of new NIDA Notes material, and opened new avenues for presenting information (i.e., through videos, animations, and linking related articles with web page notifications and hyperlinks), as well as for reaching out to new readers (e.g., through emails to organizations that are concerned with drug use and addiction, and social media), and reader-interactive features. The move to web publication has also brought requirements for new types of expertise, for example in content and outreach strategies, website design and management, analysis and interpretation of website visits, and social media. Purpose and Objectives: The objective of the requirement is to provide professional and scientific support services for NIDA Notes, a publication whose goals are to report NIDA-supported scientific advances in the drug abuse field; improve the knowledge base among clinicians, researchers, administrators, and policy makers; educate professionals who encounter drug abuse issues in the course of their work to understand the scientific principles of drug abuse, its prevention and treatment; and inform the public about important new knowledge produced by NIDA researchers and important NIDA actions and initiatives. Project requirements: The Contractor shall provide the following: (1)Provide NIDA Notes content, to include at a minimum 52 web posts covering findings or implications of NIDA science annually: •most posts will be news-style written accounts, approximately 750 to 1,200 words in length, of a single NIDA research finding or small number of related findings; •1 to 3 will be more broadly focused review articles covering areas of research or general concepts or methods in drug abuse science; •at least 2 will be computer animations; •a small number of posts will be videotaped interviews with researchers or NIDA staff, infographics, slideshows, or other graphics-based presentations; •a small number of posts will include an interactive feature, moderated by the Contractor in coordination with the COR, whereby readers can post questions about the contents of selected NIDA Notes posts and receive answers from researchers whose work the posts report; •all posts will contain graphic art for the purpose of enhancing reader understanding and the attractiveness of NIDA Notes; •all posts on the NIDA Notes website will manifest sufficient scientific sophistication and detail regarding the research findings being reported, their methods of derivation, and their significance to research and clinical practice, to be accepted as authoritative by the NIDA Notes audience; •all writing on the NIDA Notes website will conform to Federal plain language guidelines, and all materials on the NIDA Notes website will be compliant with Section 508 of the GSA Government-wide Accessibility Program (see https://www.section508.gov/); •up to 2 posts per year will be translated into Spanish. NIDA Notes content provision requires PhD-level scientific journal research, science writing, and science editing to translate complex biomedical and public health research, including genetic and neuroscience research, into posts that the NIDA Notes audience finds readily understandable and useful. The Contractor will deliver 1 COR-cleared NIDA Notes post to NIDA's Webmaster for posting on the NIDA Notes web page approximately every week. (2)Tag each NIDA Notes post with keywords that identify the main topics it addresses (e.g., "cocaine," "nicotine," "prevention," "treatment", etc.) hyperlink the keywords to related NIDA Notes posts, NIDA website content, or external web materials; and provide a continuously updated keyword-based search box on the NIDA homepage that enables readers to find content in desired subject areas; (3)Under the supervision of the COR, provide content for and technical management of the NIDA Notes website (https://www.drugabuse.gov/news-events/nida-notes), including: a.the home page which features buttons with the names of four topic areas ("treatment," "basic science," "public health," "prevention") with hyperlinks to the complete list of posts in each area; a constantly updating list of the titles of all posts with a hyperlink to each post and a small graphic icon designating its topic area; a constantly updated revolving slideshow of 4 graphics from recent posts with hyperlinks to the posts; a button that takes readers to a page where they can subscribe to NIDA Notes; and an "additional materials" section that features graphics from several NIDA Notes posts or other NIDA or NIDA Notes web materials, with hyperlinks to the posts, and; b.a separate page for each post, a separate page for each topic area ("treatment," "basic science," "public health," "prevention") that features an up-to-date list of all articles in that area, a page for subscribing to NIDA Notes, a page that describes the mission of NIDA Notes; (4)In coordination with the COR, conceive, plan, and execute a strategy, which is to include an ongoing campaign using Google AdWords to increase NIDA Notes readership and subscribership, especially among researchers, clinicians, educators, and policy makers who deal with drug abuse and addiction; (5)Maintain the existing list of NIDA Notes subscribers and update it as new individuals subscribe via the NIDA Notes subscription page, via email, or in response to NIDA Notes marketing activities. Send a monthly group email to subscribers to notify them of new content and/or other NIDA news (e.g., upcoming meetings, deadlines to apply for NIDA grants for research); (6)Track and provide documentation of reader visits and behavior (e.g., overall numbers, numbers for individual articles, hyperlink usage) on the NIDA Notes website. Based on these data, in coordination with the COR, propose and execute, if cleared by the COR, website revisions that will increase NIDA Notes readership and reader satisfaction; (7)In coordination with the COR, maintain relations with the existing NIDA Notes Reader's Advisory Group (RAG), a panel of approximately 12 unpaid individuals who provide comments and suggestions for maximizing NIDA Notes' appeal and usefulness to its target audiences. In coordination with the COR and RAG members, schedule, plan, handle logistics, participate, and take minutes in 2 meetings of the group at NIDA headquarters per year. In coordination with the COR, identify and recruit new members to replace any who leave the RAG. Recruit most RAG members from within 40 miles of NIDA headquarters, to promote maximum physical attendance at meetings while minimizing travel costs; (8)In coordination with the COR, propose and institute changes and enhancements to continuously improve NIDA Notes' editorial processes, quality, mission appropriateness, and interest and usefulness to its audience; (9)Each month, produce up to 3 Science Spotlight/Highlight posts-brief, 100-200 word summaries of recent research, usually with a suitable graphic-for posting on the NIDA homepage (https://www.drugabuse.gov/); (10) As directed by the COR, produce, in collaboration with the Institute for Research, Education, and Training in the Addictions (http://ireta.org/), up to 2 multimedia continuing education modules for social workers and clinicians in substance use treatment programs; (11) Accomplish all tasks with professionalism, efficiency, and minimal demands on the COR's time. Anticipated period of performance: The period of performance is planned to be one twelve-month Base Period with Four twelve-months Option Periods. Capability statement /information sought: Respondents must provide clear and convincing documentation of their capability of providing the products specificed in this notice. Also, information must be provided in sufficient details of the respondents' (a) staff expertise, including their availability, experience, formal and other training; (b) current in-house capability to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and other management capability; and (e) examples of prior completed Government contracts, references, and other related information. The respondent must also provide their organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. Finally, respondents are also encouraged to provide a general overview of the respondent's opinions about the difficulty and/or feasibility of the potential requirement, and any other information regarding innovative ideas or concepts that may be applicable. Submission Instructions: One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist. Facsimile responses are NOT accepted. The response must be submitted to Leon Wong, Contract Specialist, NIH/NIDA/SSSA at leon.wong@nih.gov. The response must be received on or before 5:00PM Eastern Time, May 9, 2017.
