- This is a Pre-Solicitation Notice for the U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Solicitation No. W911QY-17-R-0023. The US Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division (NCD) on behalf of Product Manager Force Sustainment Systems (PM-FSS), located at the Natick Soldier Systems Center intends to issue a solicitation under Authority of FAR part 15, for Ultra Lightweight Camouflage Net System (ULCANS). The ULCANS Increment I program represents a comprehensive effort to develop, procure and field the next generation of ULCANS to replace legacy ULCANS currently being used in the field. ULCANS Increment I program will develop new Arctic and Urban ULCANS variants and system upgrades to the existing Woodland and Desert ULCANS variants for defeating current and emerging sensor threats addressed by the National Ground Intelligence Center (NGIC) concerns on emerging foreign sensor capability. ULCANS must continue to provide the warfighter with capabilities for increased survivability and multi-spectral signature suppression to counter visual, near-infrared, shortwave infrared and radar threats, and thermal signature suppression. The Government intends to award multiple Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed Price (FFP) type contracts for the development and production of the ULCANS Increment I. An award will be made to offeror(s) whose proposal represents the best value to the government considering a tradeoff of price and non-price factors. The formal solicitation is expected to be released in June, 2017. When released, the formal solicitation, including all amendments, exhibits and attachments, will be available in electronic medium via www.fbo.gov (TELEPHONE CALLS WILL NOT BE ACCEPTED). A question and answer period will be available when the formal solicitation is released. During that timeframe questions shall be submitted no later than the date specified in the solicitation. The government will provide its answers to the questions. The government will not guarantee a response to any question and/or clarifications after the submission deadline stated in the solicitation. All information regarding this requirement will be communicated via FBO (TELEPHONE CALLS WILL NOT BE ACCEPTED).
