SYNOPSIS FOR: Basic Electrical Course of Instruction DELIVERY LOCATION: Within 50 mile radius of VIRGINA BEACH, VA 23459-2944 DELIVERY DATE: IDDQ (annual 5 classes/programs) with Five Year Ordering Period SOLICITATION NUMBER: H92240-17-T-0020 CONTRACT SELECTION: Competitive, Single-Award SET ASIDE: 100% Small Business SIZE STANDARD: $7.5M TYPE OF ANNOUNCEMENT: This synopsis, and solicitation (to be attached at a later date) for commercial services is prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12. Solicitation and all other pertinent attachments to be attached on or after 03 May 2017. IAW FAR 5.203 (a)(1), the synopsis is being posted 5 days before issuance of the solicitation. A written solicitation is being used to facilitate proposal preparation and evaluation. The written solicitation must be downloaded from www.fbo.gov. No hard copies will be issued. On the page where the solicitation is posted is a link to a registration page if you would like to receive notices of amendments and/or addenda that may be issued to the solicitation. If you do no register, it is your responsibility to periodically review the web site for any changes to the RFP. Contractors that are debarred, suspended or proposed for debarment are excluded from receiving contracts. Proposal prepared by debarred, suspended or otherwise ineligible contractors are at the risk and expense of the contractor. Contractors must be registered in the System for Award Management (SAM) system prior to award for solicitations issued after 31 May 1998. To register in SAM, go to https://www.sam.gov/portal/SAM/#1#1. DESCRIPTION OF REQUIREMENT: The requirement is to establish a five year ordering period (starting date of award), Indefinite-Delivery Definite-Quantity (IDDQ) contract for basic electrical course of instruction services as follows: The Contractor shall provide all supervision, personnel, facilities, equipment, tools, materials and other items and services necessary to provide and perform a five (5) day basic electrical course of instruction training services in accordance with the Performance Work Statement (attachment to solicitation). Definite quantity annual requirement of 5 classes/programs. Period of performance will be determined on each task order. Dates are subject to change at the Government's discretion with prior notice to the Contractor within a reasonable time not less than 15 calendar days Training shall be conducted at the contractor's facility. Contractors' training facility shall be within 50 mile radius of Virginia Beach, VA. Class size - five (5) students TYPE OF SOLICITATION: Solicitation H92240-17-T-0020 is a Request for Proposal (RFP). Proposals are due 02 Jun 2017, by 2:00 PM PDT. QUESTIONS: All questions shall be submitted in writing by 2:00 PM PDT on 16 May 2017, and via email to NSWKO2@socom.mil to be accepted. TELEPHONE OR FAXED INQUIRES WILL NOT BE ACCECPTED. POINT OF CONTACT: Complete proposals are due no later than 2:00 PM PDT on 02 Jun 2017. Proposals shall be sent via email to NSWKO2@socom.mil to be accepted. All correspondence sent via e-mail shall contain a subject line that reads, H92240-17-T-0020 Basic Electrical COI - IDDQ. E-mail filters at NAVSOC are designed to filter e-mails without subject line or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if the prescribed subject line is not included, the e-mail may not get through the e-mail filters. Also.zip or.exe files are prohibited attachments and may be deleted by the e-mail filters at NAVSOC. Ensure only.pdf,.doc, or.xls documents are sent as attachments to e-mail. The e-mail filters may delete any other form of attachments.
