- Notice of Intent to Sole Source, IAW FAR 6.302-1(10 U.S.C. 2304(c)(1)), Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements; whereby Arnold Engineering Development Complex (AEDC), Arnold AFB, TN, intends to award a contract to General Supply & Services (GEXPRO), 7602 Woodland Dr. Ste 200, Indianapolis IN 46278-2715. The agency does not intend to issue a solicitation package. However, all interested parties should self-identify and provide proof of their firm's capability to provide the prescribed equipment/product(s) by submitting an accurate description of the equipment/product(s) and process to produce the equipment/product(s) detailed in the attached draft Statement of Work (SOW). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by AEDC. Interested parties are hereby informed that no award will be made on the basis of responses received. Responses must be electronically sent to Miriam James (miriam.james@us.af.mil). If no favorable responses are received by the date and time indicated in this notice, a contract will be negotiated with the above named source. Interested offerors should refer to the attached specification for a complete description of the equipment/products(s) required. ******************************************************************************************************************************************************* Specification for Control System Hardware, Software, and Training 1. Scope: This specification establishes the hardware and software products, and training services that are required for AEDC Control Systems. The supplied control system components are used for monitoring and controlling assets at Arnold Engineering Development Complex (AEDC), Arnold AFB, TN. Components provided shall include the hardware for distributed process controllers and associated I/O hardware and software for developing and performing operator interfaces and process control applications. Training services for these hardware and software products shall be included. Training services are available under this contract. No other services are procured under this contract. AEDC personnel shall install the software and the control system hardware in factory-floor environments. 2. Applicable Documents: The components of the control system shall conform to the latest standards of NEMA, ISA, ANSI, IEEE, NEC, and IEC as to ratings, interfaces, design, construction, operation and safety. 3. Requirements: 3.1. Hardware • Programmable Automation Controllers (PACs) The contractor shall provide the complete line of General Electric Automation PACSystems hardware currently available and those that may become available during the life of this contract. This includes, but is not limited to the following: CPUs, NIUs, I/O Modules, Power Supplies, Baseplates, Racks, Communications Modules, I/O Interface modules, Specialty Modules, I/O field wiring termination hardware, batteries • Programmable Logic Controllers (PLCs) The contractor shall provide the complete line of General Electric Automation Series 90-30, and VersaMax PLC series hardware currently available and those that may become available during the life of this contract. This includes, but is not limited to the following: CPUs, NIUs, I/O Modules, Power Supplies, Baseplates, Racks, Communications Modules, I/O Interface modules, Specialty Modules, I/O field wiring termination hardware, batteries • Operator Interfaces The contractor shall provide the complete line of General Electric Automation QuickPanel View, QuickPanel+, and RXi Display hardware currently available and those that may become available during the life of this contract. • Distributed I/O Devices The contractor shall provide the complete line of General Electric Automation Genius, VersaMax, Rx3i, RSTi, and RSTi-EP I/O hardware currently available and those that may become available during the life of this contract. 3.2. Software Contractor supplied software shall not require the use of hardware based keys (USB/Parallel Port/Serial Port/etc.) or Internet access for license management and/or authorization. • General Electric Automation Proficy Machine Edition The contractor shall provide the complete line of General Electric Automation Proficy Machine Edition software products currently available and those that may become available during the life of this contract. This includes, but is not limited to the following: Proficy Logic Developer PLC, Proficy Logic Developer PC, Proficy Motion Developer, and Proficy View • General Electric Automation Proficy HMI/SCADA - Cimplicity The contractor shall provide all General Electric Automation Proficy HMI/SCADA - Cimplicity software packages including all software add-ons currently available and those that may become available during the life of this contract. • General Electric Automation GE HMI/SCADA - iFIX The contractor shall provide all General Electric Automation GE HMI/SCADA - iFIX software packages including all software add-ons currently available and those that may become available during the life of this contract. • General Electric Automation Historian The contractor shall provide all General Electric Automation Historian software packages including all related software products add-ons currently available and those that may become available during the life of this contract. 3.3. Training Services The contractor shall provide all available Training Services for the General Electric Automation hardware and software currently available and those that may become available during the life of this contract. This includes, but is not limited to the following training types, Open Enrollment Training, and Onsite training. All training shall be delivered by GE Automation certified instructors. 4. Quality Assurance Provisions: Not applicable. 5. Transportation and Delivery 5.1. Origin The Contractor shall determine the point of origin of shipment 5.2. Method of Transportation The Contractor shall determine the method of transportation and routing of shipment. 5.3. Delivery Delivery shall be made F.O.B. Arnold Engineering Development Complex, Arnold AFB, TN 37389. 5.4. Packing The Contractor shall package and protect all components to ensure an undamaged condition upon delivery. 6.
