Description
General Services Administration (GSA) seeks to lease the following space: State: CA City: Bakersfield Delineated Area: North: Merle Haggard Drive South: Rosedale Highway East: Chester Avenue West: Allen Road Minimum Sq. Ft.(ABOA*): Office Space: 16,000 ABOA SF Warehouse: 8,500 ABOA SF (Maximum Office/Warehouse combined: 24,500 ABOA) Adjacent Wareyard: 99,500 SF Maximum Sq. Ft. (ABOA*): Office Space: 17,000 ABOA SF Warehouse: 9,000 ABOA SF (Maximum Office/Warehouse combined: 26,000 ABOA) Adjacent Wareyard: 110,000 SF Space Type: Minimum requirements Office: Contiguous on ground floor; minimum 9' ceiling height Warehouse: 16' clear height; minimum of 30' on-center column structure; contiguous to office space and wareyard, 3 bays each with sectional overhead door, all areas/rooms to have HVAC. Adjacent Wareyard: Paved, fenced (barbed-wire at top) and lit with two (2) automated rolling gates; contiguous to storage space; must accommodate 70' tracker trailers with adequate turn radius on site Parking Spaces (Total): 75 vehicle & 3 RV Parking Spaces (Surface, outside of wareyard): •75 parking spaces (10' X 20') •60 of the 75 parking spaces must be marked reserved for Government use. •3 pull-through RV parking spaces (14' X 40') •All parking spaces must be secured and lit per lease requirements Parking Spaces (Structured): None Full Term: 240 months (20 years) Firm Term: 240 months (20 years) Option Term: N/A Site Requirements A. Site must have underground city utilities (electricity, gas, water, sewer, and telecommunication facilities capable of supporting DS1 service). B. The site must have immediate and safe access to principal and minor arterial roads. C. In addition, the site must provide public visibility and easy access to arterials that service the public lands and other major arterials in the area. D. Areas which are not acceptable as sites for this facility are areas with known past or present contamination by hazardous waste materials and any site which is located in a predominately industrial, residential or school area. E. The site must be large enough and configured in such a way as to provide efficient, convenient and flexible use of the site. F. Consideration should be given to the proximity of amenities available in the area such as public transportation, bike and foot paths and eating facilities Additional Requirements: • Must be capable of sending/receiving radio and microware transmission clearly, support SD1 service, and provide good cellphone reception. • Good public visibility and easy access to principal and minor arterial roads. • Must offer access to public transportation (if available in the area), bike and foot paths, eating facilities and other amenities. • May NOT be located in predominantly industrial, residential or school areas (light industrial or flex space areas are acceptable), or adjacent to prisons/jails or near any operations causing excessive odors or noise. • The footprint, column spacing and overhead configuration of each type of space shall not impede efficient layout of the space for Government's planned use. • Space offered shall be dedicated solely for the use of the Government tenant(s). Multiple-tenant facilities may not be considered unless a distinct separation of Government space and operations can be identified as acceptable to GSA through the full term of the lease. • Space offered shall provide separate ingress and egress from public roads, separated by a distance of no less than 300 feet between each access point. • Government to pay directly for utilities. Lessor to provide janitorial services, maintenance & repair • Amenities within 5 miles Offered space must meet Government requirements for fire safety, accessibility (ABAAS), seismic and sustainability standards per the terms of the Lease. A fully serviced lease will not be required; the Government will pay for its own electric and gas utilities. Offered space shall not be in the 100 year flood plain. The office space must be accessible to the government at all times (24/7). *ABOA square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code. The Government will pay no more than the appraised fair market rental value for the building. RESPONDENTS ARE ADVISED THAT GSA ASSUMES NO RESPONSIBILITY TO SOLICIT OR AWARD A LEASE BASED UPON RESPONSES TO THIS ADVERTISEMENT. Expressions of Interest Submission Requirements: This is not an invitation for bids or a request for proposals. Expressions of interest MUST be submitted in writing and, at a minimum, include the information cited herein. Expressions of interest are welcome only from property owners and/or their authorized representatives. Expressions submitted by anyone other than the owner should include a copy of an agreement authorizing representation. Responses omitting the items below will not be considered: 1. Address of proposed property. 2. Name, address, telephone number, and e-mail address of authorized contact. 3. Name and contact information of the property ownership's legal entity. 4. Map showing the proposed site clearly identified as being within the delineated area as specified in this ad. 5. Location of offered space in the building, and the date the space will be available. 6. Rentable square feet (RSF) offered and offered rental rate/RSF for a full-service lease. 7. Specify any services and tenant improvement allowance included in the offered rate/RSF. 8. Spell out incentives and inducements, if any. Written acknowledgement is required from the owner or the owner's agents where an agent represents multiple ownership entities.
