- The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price contract on a sole source basis to Morningstar, Inc., 22 W Washington Street, Chicago, Illinois, 60602 for access to Morningstar's Application Programming Interface (API) data. The NAICS code is 518210. The contracting officer has determined that Morningstar, Inc. is the only source that can reasonably meet the SEC's requirement in accordance with FAR Part 13.501(a). The SEC requires comprehensive investment research data from Morningstar to be delivered through their API. The SEC requires at a minimum the following Morningstar API Datasets: Investment Research, Industry Identifiers, Fund Attributes, Cash Flows, Current Manager Detail, Fees & Expenses, Purchase Information, Investment Disclosure, Month-end Trailing Performance and Historical Performance, Daily and Historical Prices, Daily Returns, MPT & Risk statistics, Yields, Distributions (current and historic), Morningstar Star Rating, Morningstar Analyst Rating, Classification, Style Box, Portfolio Statistics, Daily Indexed Value, and Portfolio Full Holding. The period of performance for the contract is anticipated to be one year with four one-year option periods. The SEC intends to award a contract to Morningstar, Inc. on or about May 27, 2017. This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
