REQUEST FOR INFORMATION Talent Management System Human Capital Management Suite Upgrade The purpose of this Sources Sought Notice is to search for qualified Service-Disabled Veteran-Owned Small Business and Veteran-Owned Small Business vendors capable of meeting the requirements for the Talent Management System (TMS) Human Capital Management (HCM) Suite Upgrade. This is a Request for Information (RFI) only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposals. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. It is based upon the best information available and is subject to future modification. This request does not commit the Department of Veterans Affairs (VA) to contract for any supply or service whatsoever. VA is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that VA will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the responder s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. Responders are fully responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. All submissions become Government property and will not be returned. Overview: VA currently intends on entering into an Interagency Agreement (IAA) with the Office of Personnel Management (OPM) in support of the TMS. TMS is a VA enterprise-wide education, leadership development, learning and training system of record. The key emphasis of TMS is to comprehensively manage and improve efficiencies in the delivery, management and reporting of needed educational activities. Implementation of TMS and associated policy targeted the consolidation of all VA staff learning and training records and activities into a single talent management system. TMS enables VA to comply with the President s Management Agenda to utilize comprehensive systems to reduce expense, add security, and promote improvement in training availability and tracking. It also supports VA s Continuous Readiness in Information Security Program reporting requirements and records and reports on completion of all training per VA Directive 0004. This requirement is for HCM Suite Upgrade Migration Services, project management, and support of all licensed modules and future releases installed by VA to support the HCM Suite Upgrade. OPM (or SDVOSB(s)/VOSB(s)) that can meet this requirement) shall ensure continuous support and maintenance for all VA customizations/extensions, integrations, reports, and configurations that are in place, being developed for deployment, or deployed via this requirement. VA Specific tasks and deliverables required for this effort are described in the associated Performance Work Statement (PWS), titled VA TMS Human Capital Management (HCM) Suite Upgrade, dated July 21, 2016, Sections 5.5.1, TMS Data Migration and 5.5.2, iContent Hosting. The period of performance will be 12-months from date of award. The PWS is attached for reference purposes. How to Respond: Interested parties are encouraged to reply to this RFI no later than (9:00 AM Eastern Time, May 3, 2017, by email to Peter Lewandowski, peter.lewandowski@va.gov. Capability Statement No more than 10 pages. Please describe current capabilities related to the requirements discussed above. Please include the following descriptive information in your capability statements: name of company, point of contact, telephone number, email address; company address, size of business, and GSA schedules if any. Comments and Feedback no more than 10 pages. Interested parties are encouraged to respond to this RFI with their comments, concerns, questions and overall feedback. Additionally, please indicate whether the requirement is sufficiently detailed and clear for your comprehensive response. If not, propose your suggested changes. OPM currently holds the Authority to Operate and associated Assessment and Accreditation security so all interested vendors should discuss how they intend to overcome this in their responses.
