Description
T-44 STRUCTURAL LIFE ASSESSMENT PROGRAM (SLAP) PHASE II, 1.0Introduction The T-44C Pegasus (Beechcraft KingAir Model H90) is the Navy s advanced twin engine turboprop trainer whose mission is to train Navy and Marine Corps pilots. The aircraft entered service in the 1970s and has accumulated an average of over 20,000hr of airframe time with many aircraft exceeding 110% Fatigue Life Expended (FLE). A Service Life Assessment Program (SLAP) was conducted on the T-44 from 1991 to 1994. The SLAP resulted in a series of structural inspections of the fuselage and wing structure beginning at 100% FLE. These inspections have provided a safe means to continue to fly the aircraft past 100% FLE. Currently, there is no airframe life limit established in terms of years, hours, or cycles. The T-44 service life target is 2035 for the full fleet with an End of Life (EOL) in 2040. As the aircraft continue to age, additional inspections must be developed using the SLAP report to inspect the empennage and other structure in order for the fleet to safely meet the 2040 EOL. 2.0Scope The contractor shall provide the technical data required for structural inspections (both one-time and reoccurring) of T-44C aircraft not already specified as a result of the initial SLAP to safely fly the aircraft until the scheduled EOL of 2040. Modifications of the airframe necessary to perform any required inspection shall be developed by the contractor and the technical data required to modify the aircraft to accept inspection shall be provided. 3.0Requirements 3.1 T-44 Phase II Inspection Requirements: The contractor shall review existing fatigue data from the initial SLAP and other maintenance and fatigue data from comparable KingAir series aircraft to assess the current inspection requirements as defined by the initial SLAP and develop any additional inspection requirements, to ensure the continued structural integrity of all T-44C aircraft. The contractor shall ensure the components of the nose and main landing gear assemblies, the horizontal stabilizer, the vertical stabilizer (areas of the airframe not specifically addressed in the initial SLAP final report), and areas prone to corrosion damage. The contractor shall deliver an inspection requirements report that includes any changes required to the existing inspection requirements, detailed procedures for any additional inspections, when any additional inspection must be performed, and re-occurring interval (if applicable) in flight hours/cycles of any additional inspection locations. The inspection requirements report will be used to revise the existing T-44C inspection specifications to provide a complete and thorough inspection plan to ensure the aircraft can safely meet its scheduled 2040 EOL. The report will also be used as justification for continued usage of the T-44C fleet beyond 100% FLE. The inspection requirements report shall be submitted electronically to the Government Technical Point of Contact (TPOC) within 120 calendar days after contract award. 3.2 T-44 Modifications: The inspections specified in section 3.1 will require modifications of the T-44C airframe in order to accomplish the inspection requirements. For all airframe modifications, the contractor shall develop the technical documentation required to perform the change. The contractor shall provide a detailed installation data package (IDP) that shall include the following: component/part manufacturing drawings; component/part engineering drawings; assembly/sub-assembly drawings; and installation drawings; and detailed installation instructions. All drawings shall be submitted in AutoCAD 2012 format. The Government shall have unlimited rights to all the data in the IDP. This modification IDP will be used as the basis of an airframe change (AFC) that will be issued to change the configuration of the T-44C fleet to accept the inspection requirements specified in section 3.1. The completed modification IDP shall be submitted electronically to the Government TPOC within 120 calendar days. Contractor format is acceptable. 3.3. Technical Interchange Meeting: Upon the conclusion of the contractor s assessment efforts, a technical interchange meeting (TIM) shall take place consisting of representatives from the contractor and the Government to discuss the results of the assessment and other issues pertaining to the structural integrity of the T-44C fleet. The date and location of the TIM will be determined by the Government TPOC at a later date. 3.4. Government Furnished Information: The Government will provide instructions, current inspection specifications, data on the repair or replacement of tracked components, accelerometer data, flight hours and landing data to the contractor as required or on request. Data determined to be missing or in error by the contractor shall be immediately brought to the Government TPOC s attention in order to resolve any issues. 4.0 Period of Performance: Four (4) month duration upon contract award 5.0 Place of Performance: All work shall be performed at the contractor s facility. 6.0 Enterprise-Wide Contractor Manpower Reporting Application (ECMRA) NMCARS 5237.102(90) 6.1 The Contractor shall report ALL contractor labor hours (including Subcontractor labor hours) required for performance of services provided under this contract for the Fleet Readiness Center Southeast (FRCSE) via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on Department of the Navy CMRA or the icon of the DoD organization that is receiving or benefitting from the contracted services. 6.2 Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2016.
