- Attachment 2 - Irregular A-10 Technical Order Numbering Examples Attachment 1 - Overview of Crucial A-10 Technical Order Support Services SOLE SOURCE NOTIFICATION/REQUEST FOR INFORMATION This is a Sole Source Notification and a Request for Information (RFI). This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Air Force is not at this time seeking proposals and will not accept any unsolicited proposals. Respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. GOVERNMENT INTENTIONS The Government's intention is to negotiate with only one source, the incumbent, under the authority of FAR 6.302-1, for a bridge contract extending A-10 Technical Order Support services. The intent of this RFI notice is to identify other companies who are fully-capable and interested in participating in a short-term bridge contract for A-10 Technical Order Support services. The bridge is only intended to allow for continued support of A-10 Technical Orders to prevent an A-10 work stoppage. The Government will immediately discontinue this bridge after a transition period to the follow-on five-year competitively-awarded contract. This will be a limited bridge with no more than a two-year ordering period. The requirements listed in Attachment 1 provide an overview of the most crucial requirements being performed under the current contract. CONTRACTOR CAPABILITIES: The contractor shall have experience, knowledge, and have successfully performed technical order updates in legacy Air Force technical orders that do not meet MIL-STD-1808. A-10 TO Sustainment requires entities familiar with the challenges imposed by irregular TO numbering, data distribution and quality with respect to updating A-10 aircraft data. A-10 TO numbering does not always follow MIL-STD-1808 and TO 00-5-18 as provided in Attachment 2. The contractor shall be fully capable of performing the following technical order updates, with an initial submittal of 95% accuracy and within 14 days after award of bridge contract: block-cycle updates; priority out-of-cycle changes; rapid action changes (emergency safety updates); and aircraft modification changes (consisting of source data which must be constructed and integrated into A-10 technical order books).
