Description: The United States Marine Corps (USMC) leads the services in developing and employing Identity Operations and Identity Activities in support of Marine Air Ground Task Force (MAGTF) global operations. The Identity Operations enabler allows for the positive, physiological identification of transnational actors that are affiliated with terrorist and organized crime organizations that pose a threat to our forces and to our national security interests. Identity Activities provides for biometrics, exploitation, and analytical capabilities to deployed forces and installation requirements. As the nature of the operational environment increases in complexity, the need to synchronize Identity Operations and Identity Activities becomes more essential for Marines to establish the identity, affiliations, and authorizations of an individual, deny anonymity to the adversary, and protect our assets, facilities, and forces for both Afloat and Ashore operations. The Security Branch, operating under the Deputy Commandant, Plans, Policies, and Operations (PP&O) Security Division, is responsible for generating, implementing, and measuring the effectiveness of service policy governing the Marine Corps Identity Operations program and serves as the advocate. The Marine Corps Identity Operations program is responsible for the development, implementation, oversight of Service doctrine and policy, training, tactics, technologies, and coordination with other Department of Defense (DoD) and interagency partners to support mission area across all MAGTF. The Marine Corps Identity Operations section is charged with coordinating the development and execution of service plans and policies related to biometrics, forensics, and identity management capabilities. The purpose of this requirement is to provide technical and analytical program support to PP&O's Security Branch for the following mission areas listed below. • Continental United States (CONUS) based Identity Operations Programs; • Exploitation and Expeditionary Forensics; • Maritime Identity Operations; • Headquarters/Command and Control Identity Operations; • Identity Intelligence. The period of performance for this requirement is for a one-year base period and two (2) one-year option periods. This requirement will be fulfilled through a firm-fixed-price contract. This procurement is a commercial acquisition using FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. 17. Place of Contract Performance: Work will be performed at the Governments facility in Arlington, VA and Tampa, Florida. 18. Set-aside Status: This is a sole source direct award to an Women-owned Small Business under the 8(m) program. 19. Rationale for Small Business Strategy: After reviewing the results of a Market Survey, MCICOM identified one WOSB capable of fulfilling the requirement in its entirety. FAR19.203(c) states that the contracting officer shall first consider an acquisition for the small business socioeconomic contracting programs before considering a small business set-aside. This is further echoed in FAR 19.1506(b), which states that a contracting officer shall consider a contract award to an WOSB concern on a sole source basis before considering small business set-asides. While there are other small businesses that may be interested in fulfilling this requirement, in accordance with FAR 19.203 (Relationship Among Small Business Programs), there is no order of precedence among the various socioeconomic contracting programs. The Government should consider the market research and agency progress in fulfilling small business goals in making its decision on which program to utilize. The Government has taken both of those aspects into consideration in its decision to utilize the authority prescribed at FAR 19.1506 to contract directly with a WOSB for this requirement. The Small Business Specialist concurred with this determination on 29 March 2017.
