- This synopsis is to announce that the 409th CSB, Theater Contracting Center in Kaiserslautern, Germany intends to award a non-personnel contract for firefighting training and certification and training center accreditation services. This will be a competitive action. It is planned to publish and post the solicitation within the next 30 calendar days. Place of performance: Fire Fighting Training Center Katterbach, Germany to provide classes and testing and contractor's location for all other services. Objective and short description of the services: Provide a professional qualification and certification system for local national fire fighters employed by the U.S. Army fire departments. Ensure/certify that fire fighters have all the required skills, knowledge and abilities to meet NFPA Job Performance requirements in a European theater. Provide accreditation of the Region Fire Fighting Training Center, develop and implement training materials and class schedules to train local national fire fighters and perfomr final testion and certifications. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government. Instructors and skill test proctors shall be certified IAW the qualification standards established by the IFSAC or ProBoard accredeited entity. At a minimum test proctors shall be IFSA or ProBoard certified as Fire Instructor 1 and for the skills being proctored (i.e. Fire Fighter 1 for a Fire Fighter 1 skill test). Test proctors and instructors shall be fluent in English and German. Translators developing course materials shall be independently certified (i.e. through "Industie und Handelskammer certificate) and must have at least five years of job experience in a career or other full time paid fire department (i.e. industrial, airport, other military fire department).
