Description
The Transportation Security Administration (TSA) intends to negotiate a sole source contract HSTS02-17-R-OIA173 with San Jose State University's Mineta Transportation Institute (MTI) National Transportation Safety and Security Center in accordance with FAR 6.302-1, to support a database on terrorist and serious criminal attacks against public surface transportation. Contractor's primary mission is to ensure that the database is WEB accessible to government entities. required by Transportation Security Administration, (TSA) Office of Intelligence and Analysis (OIA), Threat Analysis Division (TAD) and Office of Contracting and Procurement (OCP). This project was awarded under a DHS S&T OUP contract and services for maintaining the database (data manipulation and analysis) are required Intelligence Database Contract # HSTS02-13-J-OIA502, which expires on August 06, 2017. (1) The Transportation Security Administration (TSA) is continuing to strengthen protection of our aviation, rail, and maritime sector through a layered detection system focusing on risk-based screening, enhanced targeting, and information-sharing efforts to interdict threats and dangerous people at the earliest point possible. It is anticipated that this new contracts will not be able to assume full operations until the 4th quarter of FY17. TSA anticipates the period of performance for this sole-source contract could be up to 5 years in the amount of $500,000. This new contract will be put in place at the expiration of the current contract, which is August 06, 2017. Vendors may identify their interest and capability to respond to the requirement by emailing the points of contact below. This notice of intent is not a request for competitive proposals. However, all responses received within 30 days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
