- PRE-SOLICITATION NOTICE Solicitation No. SGE500-17-R-0096 The American Consulate General Frankfurt hereby provides the following Pre-solicitation Notice in respect of the issuance of a Request for Proposal (RFP) for: Chancery Stabilization Repair and Improvement Project American Embassy, Minsk, Belarus The solicitation may result in the award of one Firm-Fixed Price contract in the third quarter of 2017. The scope of work requires the successful Contractor to provide professional construction services necessary to meet the requirements of the contract within the established schedules. The project requires stabilization, repair and improvement of the chancery. A pre-proposal conference followed by a site visit will be held in Minsk at a time to be announced later. Pursuant to FAR 36.204, the magnitude of the entire project is estimated to be between 500,000 and 1,000,000 United States dollars. Companies interested in the solicitation shall express their interest by written correspondence to the attention of Hannelore Godecki at the above e-mail address, no later than Monday, May 15, 2017 using the solicitation number SGE500-17-R-0096 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Name, Telephone Number, and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm. The solicitation package/documents will not be placed on FedBizOpps. Only companies expressing interest in writing shall receive a copy of the solicitation package when it becomes available. PROSPECTIVE OFFEROR'S CERTIFICATION: By expressing interest in this project, the offeror is acknowledging that it is able to reach compliance with the following highlighted requirements included in the solicitation document: o DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999). o Irrevocable Letters of Credit (ILCs): Offeror agrees that it will submit with its proposal a letter from a financial institution confirming offeror's ability to obtain the ILCs. The requirement at proposal submission stage is an assurance letter regarding offeror's ability to obtain ILCs and not the ILCs themselves. Offeror certifies that, upon contract award, it will present to the Contracting Officer acceptable ILCs from the financial institution providing a total of 40% of the total contract value. When submitting a proposal, the failure to provide acceptable assurance regarding offeror's ability to obtain the required ILCs may result in the proposal being found technically unacceptable and removed from the competition without further discussions. Solicitation and award will be subject to the laws and regulations of the United States of America. Competition is full and open.
