- Sole Source Justification Statement of Work The U.S. Department of Commerce, National Oceanic Atmospheric Administration/National Environmental Satellite Data and Information Service, Wallops Command Data Acquisition Station (WCDAS), Wallops Island, Virginia, intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1) a firm fixed price contract to Cove Software LLC., 840 Oella Ave., Suite 213, Ellicott City, Maryland 21043. WCDAS requires the annual maintenance support for existing Local Readout Ground System (LRGS) application including cdadata, cdabackup, drot, nlrgs1, and nlrgs2 and Low Rate Information Transmission (LRIT) updates file preparation and monitoring software and the Graphical User Interface (GUI) application which monitors and operates running components for a larger network that disseminates the data operating system called Data Collection System (DCS) for the NOAA Wallops CDA Station. The LRGS application serves as a host to the LRIT for the DCS which builds LRIT DCS files for the LRGS. The support provides WCDAS the following expertise: use of custom applications, current software specifications, and provides unique experience, knowledgeable, and a trained specialized technician to monitor the routine data measurements as well as critical data such as volcanoes, and earthquakes. The award includes one day on-site consultation for support, maintenance and refresher training of application. The LRGS/LRIT services are managed by the GUI application which monitors and controls the applications and is critical to the availability and continuity of the data for the NOAA workstation and to meet the Government's needs. TECHNICAL SPECIFICATATIONS: 1) One (1) Year Annual Support Contract for LRGS and related software running at WCDAS and NSOF, Modules include: LRGS systems (cdadata, cdabackup, drot, nlrgs1, nlrgs2); LRIT File Prreparation Software; LRIT Quality Monitor Software; GUI monitor/operations software running in the controller room. 12 months/billed monthly. Must be knowledgeable of WCDAS software operating systems for compatibility. 2) One (1) Day On-Site consultation to be coordinated with WCDAS personnel for support, maintenance and training within the DCS user community. 3) Option Year 1 for Annual Support as state above. 4) Option Year 1 for On-site support, maintenance and training within the DCS user community. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. The Product Service Code for this requirement is D319 and the North American Identification Classification System (NAICS) code is 541511. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one under the authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability by responding to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service by deadline May 16, 2017 at 5:00pm ET. All capability statements received by the closing date of this notification of this synopsis will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
