Description
GENERAL: This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Those questions will only be answered via an amendment to the solicitation once it is issued. The Veterans Benefits Administration anticipates issuing a solicitation for the following project. PROJECT TITLE: To repair/replace loading dock concrete and install a new dock leveler. PROJECT SCOPE: The loading dock area at the St Petersburg VA Regional office is in need of concrete repair work on the ramp area as well as around the existing leveler. Many areas have cracks that need to be cleaned of debris and injected with epoxy to repair. Remove and replace the damaged sections on the ramp and surrounding areas. A fully functioning secondary leveler is required to be installed to the right of the existing one to allow for simultaneous loading and unloading of two trucks. There are 16 cement filled steel 8" round bollards in various places that are showing signs of rust at the bottom. The bollards shall be restored in accordance with the statement of work. PLACE OF PERFORMANCE: St. Petersburg VA Regional Office, 9500 Bay Pines BLVD., St. Petersburg Florida. The solicitation number is VA101V-17-Q-0176. Specific instructions on submitting offers will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or about 11 May 2017. The entire solicitation package, including all attachments, will be available electronically at www.fbo.gov. Paper copies of this solicitation will not be made available. ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with Veterans Administration Acquisition Regulations (VAAR) 836.204, the project magnitude is estimated to be between $25,000 and $100,000. PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single firm-fixed price contract to the offeror is determined to be the best value. IAW FAR 13.106-2 The Government will determine the best value by using price and other factors through comparative evaluations of offers. Other evaluation factors include project approach, schedule and past performance. SET-ASIDE: This acquisition has been set-aside for Total Service Disable Veteran Owned Small Business concerns. Offers received from concerns that are not Total Service Disable Veteran Owned Small Business concerns will be considered nonresponsive and shall be rejected. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 238110 and the small business size standard is $15 MIL. PROJECT COMPLETION DATE: The project timeline is expected to be approximately 30 calendar days following the issuance of the notice-to-proceed. SITE VISIT: It is anticipated that a Site Visit will be held. Specific details regarding the site visit will be provided in the solicitation. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website. DUNS numbers shall NOT be in the Excluded Parties List System (EPLS), and are NOT listed on the List of Parties Excluded from Federal Procurement or otherwise ineligible to receive an award.
