- Sole Source Justification A notice of intent to sole source synopsis (special notice) will be posted on FBO to notify the public of the Government's intent to make a sole source award for the Radiology Department at Naval Medical Center Portsmouth (NMCP). This award is IAW FAR 13.106-1(b) (1)(i). This sole source award is for clinical application software that the physician has deemed necessary for proper patient care. The systems are very specific to the medical procedures being performed and required for the Radiology Department to satisfy its mission at NMCP. Any deviation from the specifications of these products will increase risk to the patient and is unacceptable to the Government. Sole source documents are attached to special notice.
