Description
This is a combined synopsis/solicitation for purchase of Police Service Dogs & requisite New Handler Dual Purpose/Utility (Patrol, Narcotics, & Tracking) Training. This commercial requirement is prepared in accordance with the format in Subpart 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. The solicitation number is AG-91S8-S-17-0022. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95 effective 19 Jan 2017. This is a total small business set-aside. The North American Industry Classification System (NAICS) code for this procurement is 112990, All Other Animal Production with a size standard of $750,000 dollars. Police Service Dog Requirements (2 each) • K9 must be at least 1 year old and not be older than 2 1/2 years old. • K9 must have been previously examined by a veterinarian-to include X-rays, and all records must be provided to the Forest Service at the time dog is selected • Any dog must be replaced, at no cost to the Government, if it fails to perform at any time within the first year. • All training for any replacement K9, must be provided at no cost to the Government. Police Dog Training Requirements (2 each) • New Handler Dual Purpose and Utility (Patrol, Narcotics and Tracking) Technical Requirements • Vendor must be certified by Department of Police Officer Standards and Training (P.O.S.T.) to provide State certification by P.O.S.T. to police K9 teams. • Vendor must be able, and will be required to provide direct testimony in the event of use of force litigation involving all phases of training given to the dog. This includes the basic handler and narcotics detection training. • Vendor must provide expert testimony as to how an officer and K9 executed a use of force in accordance with the training and instruction provided by the vendor. The FAR provisions 52.212-1, 52.212-2, 52.212-3 and its addendums apply to this solicitation. Additionally, FAR clause 52.212-4, its addenda, and FAR clause 52.212-5 and any additional FAR clause cited within 52.212-5 apply to this solicitation. SCHEDULE OF SUPPLIES OR SERVICES ITEM Quantity/ UI Unit Price Extended Price 1 - Police Service Dogs 2 each $ $ 2 - Training Requirements 2 each $ $ Total Price $ ADDENDUM TO FAR 52.212-1--PROPOSAL PREPARATION INSTRUCTIONS GENERAL INSTRUCTIONS 1) The quote shall be prepared as follows: Cover Sheet - at a minimum, include company name, address, point of contact, phone #, email address, DUNS and Cage Code number. Technical Response & Past Performance Information (no more than 6 pages) Price Proposal - submit price quote as illustrated above in the schedule of supplies 2) Offerors are cautioned that sufficient and detailed information must be presented in their technical response & past performance information to enable the Government to evaluate their quotes fully in accordance with the evaluation and award criteria contained herein. The Government is not obligated to ask for additional information and in the absence of appropriate information, the proposal will be rated deficient. TECHNICAL RESPONSE: Format must be 8 ½" x 11" paper except for fold-outs used for charts, tables, or diagrams, which may not exceed 11" x 17" at least 10pt font size. A page is defined as one face of a sheet of paper containing information. Double sided pages is allowable. 1) FACTOR 1 - Technical Response. New Handler Dual Purpose and Utility (Patrol, Narcotics and Tracking) - provide detailed information of training provided to the police service dogs Department of Police Officer Standards and Training (P.O.S.T.) Certificate - provide a copy of the P.O.S.T certificate Vendor must be able, and will be required to provide direct testimony in the event of use of force litigation involving all phases of training given to the dog. This includes the basic handler and narcotics detection training - offeror must agree to this stipulation Vendor must provide expert testimony as to how an officer and K9 executed a use of force in accordance with the training and instruction provided by the vendor - offeror must agree to this stipulation 2) FACTOR 2 - Past Performance. Submit vendor past performance information. Performance information may be obtained from references provided. Submit a list of all relevant contracts substantially the same in similar in nature in the last three (3) calendar years from the date of solicitation release. From most recent to oldest, include a maximum of up to 3 contracts for this requirement. The list should include, but is not limited to contracts with the Federal Government, agencies of state, local governments, and commercial customers. Include the following information for each contract as applicable: ( 1) Description, company name, point of contact name, email address and phone number; (2) Contract dates and amount; (3) Year of completion or anticipated completion date; (4) Whether the contract was completed timely. 3) FACTOR 3 - Price Proposal. Enter the appropriate price quote as illustrated in the SCHEDULE OF SUPPLIES above ADDENDUM TO FAR 52.212-2 EVALUATION FACTORS FOR AWARD The Government will award a contract(s) resulting from this solicitation to the responsible offeror whose offer meets or exceeds the acceptability standards for non-cost factors and whose offer is the lowest evaluated price. BASIS for AWARD: By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors. All technically acceptable offers shall be treated equally except for their prices. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The ratings in the evaluation process is as follows: FACTOR 1 - Technical Response (non-cost) An evaluation will be conducted on each offeror's technical response and a determination will be made whether the offeror submitted all required information and whether the quote met the minimum requirements of the solicitation based on the ratings below. Technical Acceptable/Unacceptable Ratings/Rating Definition Acceptable (A) - The offeror provided all required information in their technical response. The quote clearly meets the minimum requirements of the solicitation. Unacceptable (U) - The quote does not clearly meet the minimum requirements of the solicitation. FACTOR 2 - Past Performance Evaluation (non-cost) The Government will rate past performance on an acceptable or unacceptable basis as follows: Past Performance Evaluation Rating/Rating Definition Acceptable (A) Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown. (See note below). Unacceptable (U) Based on the offeror's performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort. Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable." FACTOR 3 - PRICE PROPOSAL. The evaluation of price proposal will commence after the offeror's technical responses and past performance information have been evaluated. Those offerors deemed to be acceptable will be ranked from the lowest to the highest priced proposal. Questions/clarifications regarding the solicitation shall be submitted to Dindo Laxamana, Contracting officer, dindolaxamana@fs.fed.us no later than 1600 Pacific Standard Time (PST), May 8, 2017. Please ensure questions/clarifications are received before the suspense date. Questions/clarifications received after the suspense date will not be honored. All offerors shall email their quote to: dindolaxamana@fs.fed.us before the solicitation close date. The due date and time specified for receipt of offers is May 15, 2017, 1600 PST. Facsimile submissions are not authorized. Late proposals will be processed in accordance with FAR 52.212-1(f) "Late Submission, Modifications, Revisions, and Withdrawals of Proposals." Period for acceptance of offer - the offeror agrees to hold the prices in its offer for 60 calendar days from the close date.
