- Sole Source Justification The John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA has a requirement sponsored by the Federal Railroad Administration (FRA) to examine the crashworthiness and structural integrity of railroad equipment for commodity transport of liquefied natural gas (LNG) and tenders used to carry and supply LNG as a fuel to adjacent locomotives. The purpose of this effort is to measure and map the material failure envelope for the stainless steel used in cryogenic tanks, to develop closed-form algorithm for calculating tank rupture load, and to develop scale-model test conditions for measuring tank rupture load. The Government intends to award a Purchase Order on a sole source basis under FAR Subpart 13.106-1(b) to the Massachusetts Institute of Technology (MIT), Cambridge, MA. Only MIT has demonstrated the understanding and creativity needed to meet the Government's requirement. The services required are for highly specialized information on calculating and testing material fracture. No other organization has been involved in this area of research for as long, or as extensively as MIT. Only MIT has demonstrated the understanding and creativity needed to meet the Government's requirement. The NAICS Code is 541712; the Small Business size standard is 1000 employees. Notice: Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within seven (7) calendar days from the date of publication of this synopsis. Responses received after seven (7) calendar days or without the required documentation will be considered nonresponsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. Telephone calls made in place of the required documentation will not be accepted.
