- SOURCES SOUGHT SYNOPSIS Generator Cables & Cooling System Installation, Table Rock Powerhouse, White River Basin, Taney County, MO This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers - Little Rock District has been tasked to solicit for and award a requirement that includes the replacement of Generator Cables & installation of a cooling system at Table Rock Dam. Proposed project will be a competitive, firm-fixed price, design/bid/build contract procured in accordance with FAR 15, Contracting by Negotiations. The type of set-aside decision to be issued will depend upon the capabilities of the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include Other than Small & the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Woman-Owned Small Business (WOSB) Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), WOSB, HUBZone, & SDVOSB are highly encouraged to participate. The Government is seeking qualified, experienced sources capable of performing the requirement which consist of removing and disposing of the existing High Pressure Fluid-Filled pipe-type cable system and supports, and furnishing and installing a new system of solid dielectric cable in cable tray, reusing the existing pothead enclosures with minor modifications. There are four circuits in the system, paired such that two main unit circuits are connected to each main power transformer. Each circuit is a parallel run of conductors in separate raceway. Circuits must be deenergized in pairs, such that Units 1 & 2 continue to feed Transformer T1 while the circuits from Units 3 & 4 to Transformer T2 are replaced on one side of the Power Tunnel, and likewise after the circuits from Units 3 & 4 to Transformer T2 have been re-energized and accepted, the circuits from Units 1 & 2 to Transformer T1 may be de-energized and replaced on the opposite side of the Power Tunnel. The Scope of work for the cable installation consists of the following: • The Government will perform the Hazardous Energy Clearance including unhooking of flexible braids. The Contractor shall follow USACE HEC procedures and lock onto the Government's lockbox. • Drain and dispose of approximately 6,000 total gallons of non-PCB insulating oil. • Remove and dispose of approximately 11,000 feet of single-conductor oil-impregnated paper-insulated copper cable, 1000kcmil, approximately 3,500 feet of 6.625" steel cable pipe, approximately 240 feet of 4.5" copper tubing, 48 potheads, 16 trifurcating joints, and the support system including 2 oil pumps with oil controller unit and wiring, valves and headers, and 1,500 gallon tank and concrete tank supports. The existing pipes sit on rollers within the existing steel angle supporting structure, but in some places the pipe is welded to fixed wall brackets which must also be removed. • Prepare Contractor-developed details for seismic cable tray installation, connection of new Class 3 terminations to existing bus conductors, infra-red viewing window installation in the existing pothead enclosures, and any necessary modifications to the existing pothead enclosures to support the new terminations and passage of cables through the walls of the enclosures while maintaining National Electrical Safety Code clearances between exposed energized conductor and grounded enclosure parts. • Furnish and install approximately 11,000 feet total 12" galvanized steel ladder-type cable tray, NEMA Class 12C, with 12" rung spacing and 5" siderails (4" NEMA fill depth). Installation shall utilize new galvanized steel channels at 12-foot maximum spacing to hold cantilever brackets to support the tray, complete with ground wires and ground connections, splice plates, and ancillary hardware. • Furnish and install in the installed cable tray approximately 11,000 feet total single-conductor 15kV 2750kcmil copper cable with 133% EPR insulation, zero polyethylene, including 48 total Class 3 15kV cable terminations with stress cones, two conductors per phase to be connected to existing bus conductors inside the vacated pothead enclosures, all under the supervision of the cable manufacturer's Field Application Engineer. • Perform field acceptance testing on the new cables and feeder commissioning. The work to be performed under this Contract, for the cooling system, consists of removing and disposing of the existing cooling system and supports, and furnishing and installing a new system including all fans, ductwork, piping, coolers, electrical, and controls. The scope of work for the cooling System installation consists of the following: • Remove the existing air conditioning motor control system (ACMCC). Supply temporary power to the required loads, depending on the season, during the replacement. • Install the new ACMCC and new feeders and breakers from the switchgear. • Remove the existing power tunnel cooling system. Supply temporary cooling to the power tunnel so the powerhouse can keep generating power. • Install the new power tunnel cooling system. Contractor shall perform all tests. • Install new piping system including modulating valves, fittings, temperature control, borings, discharge pipe, and insulation with PVC jacketing. • Lead-based paint abatement and painting shall be done only in areas where work is performed or where damage has occurred under this contract. Contractor shall take samples to determine if lead is present and create abatement plan accordingly. • All ferrous materials shall be painted with Wasser Paint, or approved equal. Primer shall be Miozinc, intermediate coat shall be Miomastic, and the top coat shall be Luster. If for some reason the rust cannot be completely removed, Prebond shall be used on the rust. • Asbestos is expected in old wiring. Friable asbestos has been identified in gaskets. Contractor shall take samples to determine type and create abatement plan accordingly. • Contractor shall provide training for the plant personnel. • Contractor shall provide as-built drawings and Operation and Maintenance Manuals. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $1,000,000 and $5,000,000 Estimated duration of the project is 400 calendar days. The North American Industry Classification System code for this procurement is 237990 which has a small business size standard of $36,500,000.00 The Federal Supply Code is Z2MD. Small Businesses & 8(a) participants are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by SBA. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated solicitation issuance date is on or about 7 July 2017, and the estimated proposal due date will be on or about 7 August 2017. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute construction contracts with a similar scope, comparable work performed within the past 5 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. Please indicate the kcmil of generator cable you have installed at a powerhouse. 4. Firm's Business Size - LB, SB, 8(a), HUBZone, or SDVOSB. (Please indicate your firm's business size on a separate page) 6. Firm's Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable 7. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company Interested Firm's shall respond to this Sources Sought Synopsis no later than 2:00 pm on 16 May 2017.
