Description
Solicitation Number: W9124B-17-R-1518 Notice Type: Pre-solicitation The Mission and Installation Contracting Command – Fort Irwin (MICC-FI) intends to issue a Request for Proposal (RFP) on or about May 8, 2017 with an expecting closing date of Jun 7, 2017, via the FedBizOpps website, for the repair of a failed Uninterrupted Power Supply (UPS) at Fort Irwin, CA. This solicitation will be issued as a 100% small business set aside, which will result in a single firm-fixed price (FFP) contract. The NAICS code is 335999 and the size standard is 500 employees. The RFP, including any amendments, shall establish the official opening and closing dates and times. At this time, no Pre-solicitation Conference is planned for this solicitation. This project will require electrical work involving large batteries, capacitors, transformers, IGBTS, associated materials, and safety mechanisms. The general scope of the project is for the repair of a Liebert AP600 750KVA, 480 Volt AC in/out, system. This will involve the removal and disposal of existing batteries. Refurbishment of existing UPS system shall include t ransfer the UPS system to External Maintenance Bypass, de-energize the UPS system, remove the defective inductors and refurbish them transport them, remove and replace Defective Capacitors, remove and replace defective fans, remove and replace defective insulated-gate bipolar transistor (IGBT) modules, testing the system, and field report of all work. The estimated performance period for completion is approximately 145 days. Information regarding site visit will be provided in Section L of the RFP and will provide date, time, location and installation access requirements. Proposals received in response to the RFP will be evaluated in accordance with procedures outlined in FAR 15.305, and evaluation factors will be included within the RFP. At this time, the government intends to award without discussions IAW FAR 15.306. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $250,000 and $500,000.
