- THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) for relative to NACIS 541380 sources (size standard of 500 employees). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps or GSA eBuy websites. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Department of Veterans Affairs, Network 22 Contracts Office, is seeking a contractor to provide service to supply all labor and materials to conduct a 5 Star Fluid Essential Testing Program on (21) Transformers for VA Long Beach Healthcare System (VALBHS) at 5901 East Seventh Street Long Beach, CA 90822. The liquid filled transformers (21) need to be tested annually. This will allow the Electric Shop to properly maintain the Transformers at this Facility and aid in dangerous and costly electrical shutdowns. Requesting Office ENGINEERING SERVICE (138) ITEM NO. DESCRIPTION QUANTITY UNIT ----------------------------------------------------------------------------- 1 ANNUAL LIQUID FILLED TRANSFORMER 1 JB TESTING. SUPPLY ALL LABOR AND MATERIALS TO CONDUCT A 5 STAR FLUID ESSENTIAL TESTIG PROGRAMS ON (21) TRANSFORMERS: A. OIL QUALITY - TEST INCLUDES DIELECTRIC STRENGTH TEST, INTERFACIAL TENSION TEST (EXCLUDES SILICON), ACID TEST, SPECIFIC GRAVITY ANALYSIS, COLOR ANALYSIS AND VISUAL ANALYSIS. B. WATER CONTENT BY KARL FISHER METHOD - ANALYZES MOISTURE CONTENT OF OIL MEASURED IN PARTS PER MILLION. C. DISSOLVED GAS ANALYSIS BY GAS CHROMATOGRAPHY - CHECKS FOR THE PRESENCE OF COMBUSTIBLE GASES THAT CAN INDICATE AN ACTIVE FAULT, OVERHEATING, OR OTHER DETRIMENTAL CONDITIONS WITHIN THE TRANSFORMER OR OTHER ELECTRICAL DEVICE. D. POWER FACTOR - CHECKS FOR THE AMOUNT OF POWER LOSS IN THE INSULATING FLUID. THIS TEST IS CONDUCTED AT TWENTY-FIVE (25) DEGREES CENTIGRADE. E. INHIBITOR CONTENT - OIL IS ANALYZED FOR OXIDATION INHIBITOR(S) ADDED TO THE OIL TO HELP RETARD ACID AND SLUDGE FORMATION. F. FURAN TEST - TEST MONITORS THE CONDITION OF THE TRANSFORMER'S SOLID KRAFT PAPER INSULATION SYSTEM. G. POWER FACTOR @ 100 DEGREES CENTIGRADE - TEST INVOLVES HEATING THR OIL TO 100 DEGREES CENTIGRADE AND RUNNING THE POWER FACTOR. TEST SIMNLATES THE CONDITIONS DEEP INSIDE THE TRANSFORMER THUS CHECKING THE DISIPATION FACTOR OF THE OIL CLOSER TO THE CORE OF THE TRANSFORMER. H. (1) PRINTED HARD COPY REPORT AND CD. I. ELECTRIC SHOP TO PROVIDE LOCATIONS OF TRANSFORMERS. J. ALL WORK TO BE COMPLETED BETWEEN 7:00 AM - 4:00 PM, MONDAY THRU FRIDAY. K. CONTRACTOR TO OBTAIN A "CONTRACTOR I.D. BADGE" FROM THE VA POLICE. ALL CONTRACTOR PERSONNEL ARE REQUIRED TO WEAR I.D. BADGE DURING ENTIRE TIME ON VA FACILITY. L. FOREMAN: 30 HOUR OSHA TRAINING IN CONSTRUCTION SAFETY & CURRENT TB TEST. M. PERSONNEL: 10 HOUR OSHA TRAINING IN CONSTRUCTION SAFETY & CURRENT TB TEST. If you are interested, and are capable of providing the required supplies please provide the requested information as indicated below. (2) Is your company considered small under the NAICS code identified under this RFI? (3) Are you the manufacturer or distributor of the items being referenced above (or equivalent product/solution)? What is the manufacturing country of origin of these items? (4) If you re a small business and you are an authorized distributor/reseller for the items identified above (or equivalent product/solution), do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? (5) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract type and number. (6) If you are an FSS GSA/NAC or NASA SEWP contract holder or other federal contract holder, are the referenced items/solutions available on your schedule/contract? (7) Please provide general pricing for your products/solutions for market research purposes. (8) Please submit your capabilities in regards to the salient characteristics being provided and any information pertaining to brand name or equal to items to establish capabilities for planning purposes? Responses must be received no later than Wednesday, May 3rd, 2017 at 11:00 a.m. PST. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this request for information. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Scope of Work: Service to supply all labor and materials to conduct a 5 Star Fluid Essential Testing Program on (21) Transformers: Oil Quality Test includes Dielectric Strength Test, Interfacial Tension Test (excludes Silicon), Acid Test, Specific Gravity Analysis, Color Analysis & Visual Examination. Water content by Karl Fischer Method analyzes moisture content of oil measured in parts per million. Dissolved Gas Analysis by Gas Chromatography Analyzes the presence of combustible gases that can indicate an active fault, overheating, or other detrimental conditions within the transformer or other electrical device. Power Factor Checks for the amount of power loss in the insulating fluid. This test is conducted at 25 degrees C. Inhibitor Content Oil is analyzed for oxidation inhibitors added to the oil to help slow the formation of acids and sludge process. Furan Test Test monitors the condition of the transformer s solid Kraft Paper insulation system. Power Factor @ 100 degrees C test involves heating the oil to 100 degrees C and running the Power Factor. Test simulates the conditions deep inside the transformer thus checking the dissipation factor of the oil closer to the core of the transformer. (1) Printed hard copy report and CD. Electric Shop to provide locations of Transformers. All work to be completed between 7:00am 4:00pm. Monday thru Friday. Contractor shall obtain a Contractor I.D. Badge from the VA Police. All Contractor personnel are required to wear I.D. Badge during the entire time on VA facility. Foreman: 30 Hour OSHA training in Construction Safety & Current TB test. Personnel: 10 Hour OSHA training in Construction Safety & Current TB test. The C&A requirements do not apply, and that a Security Accreditation Package is not required.
