- N00164-17-S-NB91 - REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT - SEESPOT IV NIGHT VISION SYSTEM - FSC 5855 - NAICS 333314 Issue Date: 28 APR 2017 - Closing Date: 15 MAY 2017 - 2:00 PM Eastern The Navy intends to solicit and negotiate this contract on a full and open competition IAW FAR 6.1. Delivery is required FOB Destination. The Government is issuing this RFI/sources sought announcement as part of a market survey. Naval Surface Warfare Center (NSWC), Crane Division is seeking information from industry about imaging systems that can detect the laser energy from a laser designator. The primary function of the imaging system is to detect laser energy terminating on the target of interest. The imaging system is capable of this spot detection in all lighting conditions from direct sunlight to overcast starlight. The modeling parameters for day and night imaging performance are described in the draft performance specification. This effort is underway to gauge potential interest, establish the current state of industry, identify marked improvement in performance over fielded equipment, and assist in specification refinement and validation. A draft performance specification is attached for review and comment. The Laser Marker (LAM) Program is interested in receiving feedback from industry on the draft performance specification. All interested parties are strongly encouraged to submit a White Paper with the information listed, but not limited to, below: White Paper • Questions/Concerns about the draft performance specification - no page limit • Capability of system design as it relates to the draft performance specification -15 page limit Submission Guidelines: Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. Offerors should submit the white papers electronically prior to 2:00 p.m. on 15 May 2017. Submittals after this date will still be accepted. White papers may be submitted any time prior to expiration of this announcement. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.
