- Notice of Intent The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the NIST Laboratories, intends to negotiate on a sole-source basis with Tektronix Inc of Beaverton OR, under the authority of FAR Part 13.106-1(b), as implemented by the Federal Acquisition Regulation(FAR) Part 13 for the procurement of a four channels of Source Measure Unit (SMU). The Acquisition Management Division (AMD) at the National Institute of Standards and Technology (NIST) intends to procure the required system under a Firm Fixed Price Purchase Order using Simplified Acquisition Procedures for Commercial Items (FAR Parts 12 and 13). Surface and Nanostructure Metrology Group (SNMG) of the PML has a need for a four channels of Source Measure Unit (SMU) used for the low-temperature transport characterization of the fabricated atomic devices. Source-meter unit is a unique test equipment that is capable of both sourcing and measuring at the same time. Each source-meter channel can precisely force voltage or current and measure precise voltage and/or current in a precisely synchronized way. four channels of Source Measure Unit (SMU) is needed in support of the project- Atom-Based Metrology in Surface & Nanostructure Metrology Group/SDMD Division utilizing current STM lithography capability to fabricate the Nanostructure features either for calibration or semiconductor research. The new system needs to be compatible with the existing measurement system. Only Tektronix Inc's system is 100 percent compatible and adaptable with respect to the current measurement system, which requiring non-or minimum amount of redesign/rerouting on the existing systemin interconnecting and synchronizing the new SMU channels. In addition, the new SMU channels shall be compatible with the developed codes for two existing Keithley 2401 SMU's. No other manufacturer can guarantee compatibility with the current data acquisition systems. For interconnecting and synchronizing requirements, and to ensure the new SMU channels with the developed codes for two existing is compatible; the new four channels of Source Measure Unit (SMU), must be obtained from Tektronix Inc. Only Tektronix Inc have the unique capabilities of providing the identical types of four channels of Source Measure Unit (SMU). as required to ensure full compatibility, interconnecting, and synchronizing for accurate measurement. Tektronix Inc is the sole source provider for the required four channels of Source Measure Unit (SMU) and is the only vendor able to provide the four channels of Source Measure Unit (SMU) that meets the Government's minimum requirements which makes them uniquely qualified. The North American Industry Classification System (NAICS) code for this acquisition 334515, with a size standard of 750 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by May 8, 2017 @ 11:00 AM Eastern Standard Time (EST) will be considered by the Government.
