- This Special Notice is being posted as a Request for Information (RFI) for market research and planning purposes only. This is not a solicitation or request for competitive proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. No solicitation document exists or is guaranteed to be issued as a result of this RFI. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted, and the Government will not reimburse respondents for preparation of the response. Response to this RFI is strictly voluntary and will not affect future ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The Joint Project Manager for Nuclear, Biological, and Chemical Contamination Avoidance (JPM NBC CA) is developing the Next Generation Chemical Detector 1 (NGCD 1) XM12 Aerosol and Vapor Chemical Agent Detector (AVCAD), hereafter referred to as AVCAD. AVCAD is a portable device for detection and identification of vapor and aerosol chemical agents. The AVCAD is intended to support shipboard operations. The JPM NBC CA is conducting a Shipboard Environment Data Collection Event. This event is intended to provide interested participants with detectors possessing the AVCAD capabilities described above, the opportunity to operate their detector on a ship to gather airborne background data and false alarm information. Interested participants will be required to travel to the ship location at their own expense and will need to supply all equipment for the event. Interested participants will be guided through the ship by a Subject Matter Expert and will operate their equipment on board the ship and retain their equipment after the event. A maximum of two vendor personnel will be allowed on the ship with their equipment, and all equipment must be portable by those two people, with a maximum per person payload of 20 kg. The payloads must be maneuverable through the shipboard watertight doors and narrow passageways. No Foreign Nationals are permitted on the ship; personnel may be subject to additional security screening and shall be required to sign a liability waiver prior to boarding the ship. The vendor is responsible for required personal safety equipment, specifically hard hat, safety glasses, and steel toed shoes, if the need for these items is required. JPM NBC CA is requesting information from interested participants to the event, which is tentatively scheduled to begin June 2017 within the continental US. Time allotted per participant onboard the ship will be based on the total number of participants, but is expected to range from 2-4 hours between 7 AM and 6 PM. All information supplied in response to this RFI will be considered proprietary, unless otherwise specified. A response to this RFI is required for information and planning purposes in order to participate in the event. This RFI is not an Invitation for Bid (IFB) or a Request for Proposal (RFP). Interested participants are solely responsible for all expenses associated with responding to this RFI and participating in the event.
