Description
FBO WOULD NOT LET ME PUT IN A RESPONSE DATE. RESPONSES FOR PHASE I ARE DUE MAY 12 @ 3:00 PM (EASTERN). I. DESCRIPTION This is a solicitation for commercial items prepared in accordance with FAR Part 15, as supplemented with additional information included attached with this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number HSSS01-17-R-0019 is issued as a Request for Proposal (RFP) through Federal Acquisition Circular 05-95. This action is unrestricted and the North American Industry Code System (NAICS) code is 327215. The United States Secret Service (USSS) has a requirement to purchase curved and flat panel transparent armor. All deliveries will be to the Washington, DC area. Award will be made on best value/trade off. Evaluations will occur in two phases. All offerors that met the factors in Phase I will proceed to Phase II. In Phase II the Classified SOW will be provided to contractors directly who have been selected to participate in Phase II. Phase II will not be posted on FBO. This is the solicitation for Phase I. General Business Information/Representations and Certifications Offeror shall provide the following information: 1) Name, title, telephone number, fax number, and email address of the point of contact; 2) Nine-digit DUNS. The DUNS is used to verify that the vendor is in System for Award Management (SAM). By submitting a proposal, the Offeror acknowledges the Government requirement to be in SAM prior to award of any contract. Information about SAM may be found at www.sam.gov; 3) Nine-digit TIN. The Taxpayer Identification Number is necessary for electronic payment. and 4) Offeror Representations and Certifications -Commercial Items should be completed in SAM. 4) 52.212-3 - Offeror Representations and Certifications -Commercial Items should be completed in SAM. 5) Completed 3052.209-79 Representation by Corporations Regarding a Felony Criminal Violation under any Federal or State Law or Unpaid Federal Tax Liability. 6) Completed 3052.209-70 - Prohibition on contracts with corporate expatriates. 7) Completed 52.225-18 - Place of Manufacture. Factor I: Technical Factors Subfactor A: Capabilities Statement: The offeror shall provide a capability statement and management approach of how the offeror will successfully produce transparent armor during a 5 year IDIQ Contract. The capability statement should describe what your company is capable of and highlights what your future capability is in relation to this requirement. It should provide a company overview, what you do, and discuss your staff, equipment and resources. In this statement, demonstrate your understanding of the services to be provided. The offeror's proposal shall demonstrate the practices and methodology to be used in performing the tasks at hand. In addition, the offeror shall demonstrate the management structure of the company in relation to this requirement. ( Offerors will be rated on the level of expertise shown in the statement and their ability to perform the task. A higher rating will be given to those that are able to show a high level of expertise for this requirement). The offeror shall provide a capability statement based on the objective stated. The capability statement shall not exceed 10 typed double-spaced pages. The offerors that provide documentation showing that they are capable of delivering this requirement will proceed to Phase II in addition to having a Secret Clearance for personnel and facilities. Experience with law enforcement agencies is highly preferred but not required. Subfactor B: Security Clearance: The offeror shall submit their DSS Cage Code to the Government to verify that the contractor has a Secret Facility Clearance (FCL) with Secret Safeguarding approval. If the offeror does not possess these clearance requirements, they will not be provided the classified statement of objectives, until these clearance requirements are obtained and verified by the government. An offeror that does not possess the appropriate FCL but meets all Technical requirements for Phase 1may be sponsored for an FCL at the government's discretion. An Automated Information Systems (AIS) accredited by DSS to process classified information up to the SECRET level may be required for contract performance. All offerors shall pass with an "acceptable rating" for all three factors in Phase I in order to proceed to Phase II. The response deadline for Phase I will be May 12, 2017 by 3:00 PM ET. The USSS expects to award a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Period of Performance is from date of award for one year plus four (4) one-year option periods. II. ADDITIONAL INFORMATION FOR OFFERORS Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at Federal Business Opportunities at http://www.fbo.gov. This office will not issue hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are not currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. It is the Offerors' responsibility to read, understand, and follow the instructions per the solicitation and any subsequent amendments. All Offerors' are required to be registered in the System for Award Management (SAM). Since this is a competitive requirement, do not telephone with questions, email them. If you do not receive a confirmation response then your question was not received. Please submit all questions on the attached Solicitation Clarification Form. All questions shall be emailed to Danielle Donaldson at Danielle.donaldson@usss.dhs.gov. Questions are due by May 5, 2017 @ 10:00 AM ET for PHASE I. Answers to questions will be posted on FBO. Registering as an interested vendor means that you will receive via email all FBO notices concerning this Solicitation. All documents required for submission of proposal must be sent to Danielle Donaldson via email to Danielle.donaldson@usss.dhs.gov. Hard copy or faxed proposals shall not be accepted. You will receive and email confirmation once your proposal is received. If you do not receive confirmation response then your proposal was not received. Communications with other officials may compromise the competiveness of this acquisition and result in cancellation of the requirement.
