- SOURCES SOUGHT SYNOPSIS THIS IS A SOURCES SOUGHT NOTICE ONLY REQUESTING SPECIFIC AND INNOVATIVE RISK MITIGATION SOLUTIONS FOR AN INTERIM CONTRACT REQUIREMENT AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR IS IT THE INTENT OF THE MISSION AND INSTALLATION CONTRACTING COMMAND FORT CAMPBELL, TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION (RFI) OR OTHERWISE PAY FOR THE INFORMATION SOUGHT. Mission and Installation Contracting Command Center Fort Campbell, Fort Campbell, KY is seeking preliminary marketing information, from capable and reliable sources who can provide specific innovative solutions that mitigate the inherit risk associated with a procuring services within a very condensed timeframe. An interim contract is necessary to minimize lapse in services for the time period of July - September 2017for awarding task orders in support of the construction services at Fort Campbell, KY. Respondents must address risk associated with staff concerns, subcontractors, adequate staffing of key personnel, acquiring needed subcontractors and mobilization. Delays necessitate an interim coverage for a short period of time between lapse of contract and final award and transition to the new contract. Applicable North American Industry Classification System (NAICS) code is 236220 with a current business size of $36.5M. No proposals are requested by this announcement; all responses shall be solely in the form of information and materials. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this Sources Sought. Further, the Government is not seeking proposals and will not accept unsolicited proposals or any cost or pricing data. Contractors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought. All costs associated with responding to this Sources Sought will be the sole responsibility of the contractor. All submissions will be treated as business confidential materials, become Government property, and will not be returned. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website (www.FBO.gov). It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. BACKGROUND: Construction services is an ongoing request to be provided to the Fort Campbell community a broad range of maintenance, repair and minor construction projects at Fort Campbell. Support is provided to 101st Airborne Division, 160th Special Operations Aviation Regiment (SOAR), 5th Special Forces Group (SFG), DoDEA Schools, MEDCOM, DENTAC, and AMC components. Specifically, construction tasks required to sustain, restore, and modernize Fort Campbell real property facilities for the installation. These tasks includes new construction, Maintenance and Repair (M&R) related to variety of trades such: carpentry, roofing, painting, electrical, Heating Ventilation and Air Conditioning (HVAC), plumbing, masonry, demolition, roadwork, storm drainage, earthwork, welding, construction of new structures or facilities, energy conservation, environmental, logistical, operational type work and other general construction work. Minor construction and real property maintenance, remodel, and repair includes but is not limited to: (i). Civil Engineering (ii). Architectural Engineering (iii). Mechanical Engineering (iv). Electrical Engineering (v). Structural Engineering (vi). General Labor. Interested parties shall submit their innovative solutions for the interim timeframe electronically to SaLonda M. Ozier at salonda.m.ozier.civ@mail.mil. All responses shall have the following information contained in the Subject Line of the electronic mail, Response to Sources Sought MATOC. Responses should be sent no later than 0900 (9:00am) Central Standard Time on 12 May 2017. No hard-copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc) will not be considered. Responders shall address the specific innovative risk mitigation for this requirement through this RFI in written format via email. Fax transmittals will not be accepted. Personal visits for discussing this notice will not be scheduled. Concerns must address the title of this requirement, reference this synopsis, and specifically why the respondent believes the Army is unreasonably restricting competition. Any submission that identifies potential risk mitigation will be considered; however, the Government will determine its validity and implementation.
