Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. The solicitation is NOT available at this time. Military Sealift Command has a requirement for the Expeditionary Fast Transport Vessel (T-EPF) Class Vessel for ten (10) 26K DAMAS 5-Leg Assembly. The salient characteristics include: 1) The 26K DAMAS system is capable of loading self-propelled vehicles, towed trailers, and other items winched into the aircraft or ship, with a minimum tire diameter of 24". (Items with smaller tire diameters such as helicopters and caster wheels will require a HelMAS, pooched plate, system.) 2) The system shall be compatible with C-130, C17 & C5 aircraft; all LCACs; and JHSVs. 3) When under a full load, no pressures on aircraft/ship cargo floor or cargo ramp will exceed 50 pounds per square inch. 4) Each left/right ramp component assemblies is rated at 26,000 lbs. maximum single axle, (36" wide, no thicker than 4", two Stainless Steel carry handles on each side. 5) All stands are equipped with two Stainless Steel Rods (used to pin components together). 6) The DAMAS ramp assembly has a top surface composed of high-traction rungs. 7) The DAMAS system is modular, with the capability to be assembled in numerous lengths (130" to 788") and heights (0" to 55"), depending on the components available. 8) All components that come in contact with the aircraft/ship cargo floor or cargo door have smooth belting bonded securely to the base (e.g. Ramp Pads, and Stands). 9) All components are certified by ATTLA # 2012.02.06.02 Rev 1. 10) All components ARE NOT subject to DoD Manual 4140.65-M (Issue, Use, and Disposal of Wood Packaging), and are compliant with the International Standards for Phytosanitary Measures (ISPM), United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) program, and the International Plant Protection Convention (IPPC). 11) The DAMAS rated capacity is no more than 50% of breaking strength (at least 2 to 1 safety factor) 13) Each HelMAS, and sub-component, will be fabricated by a welder certified by the American Welding Society (AWS). The delivery of the material will be MSC Warehouse, Norfolk, VA, 23511 on June 30, 2017. All Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipated award of a contract. The appropriate NAICS Code is 332312, Fabricated Structural Metal Manufacturing, which has a size standard of 500 employees. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested small businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall address, as a minimum the following: (1) Company Profile to include number of employees, office location(s), DUNS number, CAGE Code and a statement regarding small business designation and status; (2) The facility where the work will be performed (3) Partnership agreements with any large businesses. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry.
